- NOTICE OF INTENT TO AWARD SOLE SOURCE: Arnold Engineering Development Complex (AEDC), Arnold AFB TN intends to award a contract to Process Supplies & Accessories, 780 RPM Drive, Loudon,TN 37774. This requirement is for the following Flowserve products: Seat Ring, Flowserve P/N 015288.827.0008631 Plug, Flowserve P/N 273017.319.0008631 Gasket 7.50 x 6.75, Flowserve P/N 015278.868.000 Gasket 9.25 x 8.25, Flowserve P/N 015279.868.000 Guide, Flowserve P/N 002376.825.0008300 Packing Set, Flowserve P/N 020761.925.000 Servo, Flowserve P/N 300056.999.000 This synopsis is approved for a sole source contract action as authorized in FAR 6.302-1 (supplies or services are considered to be available from only one source). No solicitation package will be issued. However, all interested sources may identify their interest but must provide proof of capability to provide an acceptable product by submitting an accurate description of the equipment offered, make and model numbers of the equipment, pricing data, and warranties. Only responses containing this data will be considered for the purpose of determining whether to conduct a competitive procurement. Award will not be made on the basis of responses received to this synopsis. If no favorable responses are received by 2:00 PM CST on 3 January 2013, a contract will be negotiated with the above named source. AF 5352.201-9101 OMBUDSMAN (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM or AFISRA ombudsman, Air Force Test Center Vice Commander, 1 South Rosamond Blvd, Edwards AFB, CA 93524-3784, Phone Number (661) 277-2810, Facsimile Number (661) 277-7593. Concerns, issues, disagreements, and recommendations that cannot be resolved at the MAJCOM/DRU or ARISRA level, may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (703) 588-7004, facsimile number (703) 588-1067. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
