Description
The Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization (DITCO) Scott Field Office plans to issue a sole source extension modification to contract DCA200-01-C-5012 for the Air Force Global Strike Command (AFGSC) Upgrade of Communications for Minot AFB, ND Missile Alert Facilities. The proposed modification is a continuation and extension of the work that is currently being performed. The extension will allow for the sustainment of services until the 15 Missile Alert Facilities can be transitioned off the existing contract. This modification will extend the period of performance on the current contract for a six (6) month base, starting on 11 Jan 13, and six (6) one (1) month option periods. The purpose of this modification is to continue to provide dedicated telecommunication support Minot AFB, ND and each of their fifteen (15) Missile Alert Facilities (MAFs) Accordingly, the Government reserves the right to discontinue the current contract DCA200-01-C-5012 at no additional cost to the Government upon implementation of the competitive MAF procurement that is in the contract planning phase. The dedicated telecommunications support currently being provided under contract DCA200-01-C-5012 will continue at the same level of contract support. The current contract was competitively awarded to SRT Communications, Inc. The dedicated telecommunication support shall be capable of accurately transmitting and receiving voice, formatted text, formatted binary, unformatted binary, and graphics data files. Data shall be received and transmitted, and contractor provided error detection and correction schemes shall ensure accurate and complete transmissions off all voice and data traffic. The Government shall use 100% of the service 100% of the time. The MAF must remain with the existing vendor until they are either transitioned to another contract or discontinued. SRT Communications, Inc is the only vendor capable of providing continuous, uninterrupted transmission service after 10 Jan 13 for the users of the contract. No other contractors would be able to have all the required circuits in place that can provide service to the required locations prior to the expiration of the current contract.
