Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential businesses interested and capable of providing the services described below. Interested vendors should provide capability statements presented in sufficient detail for the Government to determine that your company possesses the necessary functional expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) Company name, (b) Address (c) Point of contact (d) Phone, fax and email (e) DUNS number (f) Type of business, (e.g., Large, Small, Disadvantage, etc.) (g) A capability statement that addresses qualifications and ability to perform as a contractor for the work described below Background The Southern Arizona V Health Care System (SAVAHCS) is sponsoring an annual event referred to as the Gathering of the Healers. This event is a unique staff development program modeled after the Gathering of Healers training at the Black Hills, South Dakota VA, started over 10 years ago. SAVAHCS employees will participate in a comparable program, in a similar education environment while maintaining the standards established by the originators of the Black Hills VA GOH Program. The Gathering of Healers program supports: 1. The DVA Office of Diversity and Inclusion Strategic Plan for FY 2009-2013, Goal 3: Facilitate outstanding customer service and stakeholder relations by promoting cultural competency, accountability, education, and communication. 2. Veteran Centered Care Initiative, Principle 3 - Solicit and respect the Veteran's values, preferences, and needs; Principle 8 - Ensure emotional and spiritual support; Principle 12 - Support and sustain an engaged work force as key to providing Veteran Centered Care. Requirements The SAVAHCS requires a location and event support for the Gathering of the Healers event. This event is estimated to begin on April 9, 2013 and end April 13, 2013. A list of requirements for the location as well as event support follows: 1.The facility to support the Gathering of the Healers event must be within a 1 hour commuting distance of the Southern Arizona VA Hospital located at 3601 S. 6th Ave., Tucson, AZ 85723, and must be outside the Tucson metro area. 2.The facility must be able to accommodate up to 30 people, to include overnight accommodations in the form of bunk houses, dormitories, or other indoor lodging. In addition, the facility must be able to accommodate up to 65 people for dinner as a group event one evening during the four (4) day event. a.The lodging must include segregated bathrooms and showers that meet ADA standards. b.Individual lodging for 7 Faculty members segregated from participant lodging. 3.Meals (breakfast, lunch and dinner) and snacks must be provided for up to 30 people for 3 full days, dinner for 7 Faculty only on the first day, and breakfast and lunch for up to 30 people. a.The facility shall provide beverage bar access 24 hours/day for the entirety of the conference. The facility shall offer vegetarian food options at every meal and be able to accommodate special dietary needs. b.Dinner will also need to be provided for up to 35 additional people one evening during the four day program. 4.Linens and bedding will be provided by the Government. 5.The facility must provide the use of three or four large private meeting rooms; an outdoor amphitheater type area for the first evening of the program. A picnic area; tables, chairs; and full access to the grounds shall be provided during the entirety of the event. There shall also be a flagpole for the American flag. 6.An outdoor area with a Barbeque for a night meal and seating is also required. Firewood must be provided for all nights. 7.Staff must be trained in Basic Life support (BLS)/CPR and there must be Automated Electronic Defibrillator (AED) access. 8.The facility must provide 24 hour staff availability for unanticipated problems or needs. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The North American Industry Classification System (NAICS) code for this acquisition is 721214, Recreational and Vacation Camps, ($7 million). All offerors who provide goods or services to the U.S. Federal Government must be registered in the System for Award Management (SAM) located on the web at https://www.sam.gov/portal/public/SAM/. All interested offerors should submit their qualifications by email to: Timothy.Harris5@va.gov no later than December 24, 2012 at 12:00pm local (Tucson, Arizona) time. After review of the responses to this announcement, the Government intends to proceed with the issuance of a solicitation.
