- The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma, has a requirement for the short term "wet" lease/rental of two (2) aircraft for pilot training of Flight Standards Operations Inspectors and Aircraft Certification Pilots employed by the FAA. The FAA contemplates award of a fixed unit price, purchase order which will be made to the vendor with the Lowest Priced Technically Acceptable (LPTA) proposal. This procurement is unrestricted in regard to business size or type. The North American Industry Classification System (NAICS) code for this procurement is 532411 "Commercial, Air, Rail, and Water Transportation Equipment Rental and Leasing", with a Small Business Size Standard of $7.0 million. Proposals must be received by the FAA, Bid and Proposal Office (AMQ-100) Room 313, 6500 S. MacArthur Boulevard, Oklahoma City, Oklahoma 73169, no later than 2:00 P.M. CST, December 17, 2012. Hand-carried proposals (or proposals sent by overnight delivery) shall be delivered to Room 313 of the Multi-Purpose Building located at 6500 S. MacArthur Boulevard, Oklahoma City, Oklahoma 73169. Proposals must be sealed and labeled as follows: RFQ No. DTFAAC-13-Q-00609; due 2:00 P.M. CST, December 17, 2012. All submittals will need to allow sufficient time to process through security procedures in place at the Aeronautical Center. Any responses received after 2:00 P.M. CST, December 17, 2012, may not be considered in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of Submittals, incorporated by reference in the solicitation. If all requested information is not furnished, the vendor's response may be determined ineligible. Potential offerors should note that the FAA reserves the right to communicate with one or more offerors at any time during the RFQ process. All questions pertaining to this RFQ must be addressed in writing to the Contract Specialist, Jason McLaughlin, at e-mail address, Jason.mclaughlin@faa.gov or mailing address FAA, Mike Monroney Aeronautical Center, Aviation, Medical & Training Division (AMQ-310), P.O. Box 25082, Oklahoma City, OK 73125. NO PHONE CALLS PLEASE. This RFQ is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of proposals. Therefore any cost associated with the proposal submission is solely at the interested vendor's expense. Proposals from unsuccessful offerers will not be returned to the offerer. Proposal originals will be retained in the contract file. The Contracting Officer will destroy all other copies. Only one proposal from each offerer shall be considered. The FAA reserves the right to reject, as unacceptable, proposals deleting or altering technical requirements.
