- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is accepting quotes or proposals via submission through NECO. The Naval Undersea Warfare Center Division Newport has a requirement for material coordination services in support of Code 72. This is a Contract intended to provide continuity of services previously provided under N66604-10-C-0885 awarded to Alaska Native Technologies. A firm fixed price type purchase order is anticipated. Total estimated Level of Effort is 4,160 man-hours. Service Contract Act (SCA) will be applicable if proposed SCA labor hours exceed 20% of total hours. Clearance to SECRET level is required. NAICS Code 561210, Size Standard is $35.5M. This action is set-aside 100% for 8(a) concerns. Further details will be provided in Solicitation #N66604-13-Q-0478, which is anticipated to be released on or about 12/27/12. Contractors must be registered in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be eligible for award. Instructions for registration are available at the website. Award will be made on the basis of "Best Value". Evaluation criteria are Technical Approach, Past Performance, and Price. When combined, Technical Approach and Past Performance are significantly more important than Price. Required period of performance is approximately date of award through two years later and is estimated to begin on or about February 1, 2013, F.O.B. Destination Naval Station Newport; Newport, RI.
