Description
College Course Credit Request for Information This is not a Request for Proposal (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result of this Request for Information (RFI). The Air Force will NOT be responsible for any costs incurred by interested parties in response to this RFI. This FedBizOpps notice is an announcement seeking market information for businesses capable of providing the product as described herein. The 6th Contracting Squadron (6 CONS) is currently conducting market research to determine qualified, experienced, and interested potential sources. The information requested by this RFI will be used within the Air Force to facilitate decision making and will not be disclosed outside of the agency. Such information will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications ARE NOT acceptable in response to this notice. Sources shall include in their information, a detailed capabilities statement stating their experience in providing the same or similar items described in this notice, a point of contact with phone and e-mail information, business status (Socio-Economic Factors: 8(a), HUBZone, Service-Disabled Veteran-Owned Business), business size based on NAICS 611710, and a positive statement of interest to submit a proposal. The 6th Contracting Squadron (6 CONS) is seeking information regarding college course credit at HQ USSOCOM/JSOU. The following information is requested: Joint Special Operations University (JSOU) is pursuing recognition by an accrediated organization in an effort to provide maximum opportunity for course credit. Currently, courses are limited to the 100 (freshman) or 200 (sophomore) levels due to the fact that JSOU is currently NOT degree granting and, therefore, is only eligible for national accreditation. JSOU's accrediting agency limits the course credits to the Associates Degree level. However, analysis of the student demographic data for JSOU courses indicates a need for upper baccalaureate and/or graduate level credits. (Less than 25% of the student population would benefit from 100 or 200 level credit). As a result, other options are needed for students to gain appropriate levels of credit. Since the accrediting agency is limiting the level of course credit that JSOU can issue on its transcripts, other avenues of course credit are being pursued. JSOU is requesting an organization that conducts an extensive review of the course curriculum and makes general recommendations as to the level and number of hours of course credit. This is an independent review and is not hindered by JSOU's accreditation status. Once the courses are reviewed and approved, they will be listed in a database. The JSOU Registrars will input students' names upon completion of the course and the student will then contact the accrediation organization directly to request a transcript. This requirement will be for a base year, plus three option years. For the purpose of this RFI, the anticipated North American Industry Classification System (NAICS) Code is 611710, Educational Support Services, and the small business size standard is $7.0 million. Interested organizations may submit their capabilities, and qualifications to perform the effort in writing to Joyce Wright at joyce.wright@us.af.mil no later than 07:00 AM EST on 20 December 2012.
