- The U.S. Army Dugway Proving Ground Mission Installation Contracting Command is seeking sources that can provide two (2) each, Matrox MXO2LEMAX PCle systems on 64-bit HP X820 Workstations, to include a three year parts and labor onsite HP warranty: two (2) each Matrox MXO2LEMAX and v7.x software: two (2) each Graphics Processing Unit, Nvidia Quadro 4000, 2 GB GPU card: four (4) each Dual HP LE2202Xled High Definition LCD Monitors: four (4) each ESata 4 drive Raid drive arrays ProAvio EB4FR: This requirement covers all Integration, Transportation, Labor, Installation and Travel Expenses. Note: the following SOW (Statement of Work) is made available STATEMENT OF WORK High Definition Video Processing Station and Peripherals Upgrades (Lab & Mobile) High & Standard Definition (HD-SD) Video Data Processing Matrox MXO2LEMAX Integration with the HP Z820 quote mark Octo-Core quote mark 64 Bit Computer Workstation Procure two (2) each Matrox MXO2LEMAX (Windows 7 Professional Compatible) PCIe 16-bit High Definition Resolution (HD-R) Video Processing Systems and two (2) each 64-bit HP Z820 quote mark Octo Core quote mark Computer Systems. Integrate and interface them together to build two (2) Matrox Certified HD Video and Image Processing workstations and applications by a certified Matrox Builder. The systems will include a rack mountable breakout box and all related operations and driver set utility software. These systems are required to support the High Definition Video Processing Station and Peripherals Upgrades (Lab & Mobile) project that provides for hardware component upgrades required to build these systems supporting the WDTC (West Desert Test Center) HD (High Definition) Photonics Image and data processing suite providing ground truth data in HD quality for system data analysis products for equipment and systems under test. These shall be standalone and Network compatible systems that will be installed inside the Photonics Video Data processing facility located inside the Test Data Imaging Branch, Test Engineering & Integration Division, Photonics Image Data Processing Lab, West Desert Test Center, Dugway Proving Ground, Utah, 84022. These systems shall be portable and mobile to operate in the existing Mobile Image Processing System (MIPS) trailer to support a Photonics HIGH DEFINITION (HD) Video processing capability supporting all WDTC Chem-Bio field missions at both the test site and in the lab and while supporting safari operations to provide for quick-look and real time data results supporting custom data processing applications delivering custom photonics data products for the Chemical-Biological and Smoke Obscurants Testing community. These systems shall become a master and core applications process to provide a complete SD-HD processing capability to process both Standard and High Definition (SD-HD) video data streams recorded at 720P and 1080P resolution. These systems shall support the Adobe Master Collection Suite CS6 applications. Note: Adobe Master Collection suite software suite shall be installed into both systems on site under the direction of the end user, having IT network and administration credentials. All equipment integration and services shall be performed on site and equipment delivered as two complete system by a Certified Matrox System Builder to the Photonics Data Processing Facility located at Building 4258, Room 28, Test Data Imaging Branch, Test Engineering & Integration Division, Photonics Image Data Processing Lab, West Desert Test Center, Dugway Proving Ground, Utah 84022. All services and installation shall be performed on site following an anticipated five (5) day work schedule to complete all upgrades, services and integration of equipment. One (1) day of Training shall be provided by the vender on site on the operations of the new HP Z820 systems to insure we have complete integration onto the test network. WDTC IT personnel will be on hand to assist in the integration of both systems on the test network. System to control and interface with various Sony and Panasonic professional video recorder/players. This system shall replay and control the recorded video being reviewed and processed onto the HP Z820 and Matrox systems. An assigned COR (Contracting Officers Representative) shall verify the vender has installed all current software and utilities to operate these two new systems and has installed and configured GFE software (Adobe Master Creative Suite CS6) onto both systems. A validation process shall be performed on each system to prove SD-HD processing capabilities do operate correctly to support and process both Standard and High Definition (SD-HD) video data streams recorded at 720P and 1080P resolution. The validation processing test will be performed on site inside the Photonics Data processing lab facility. These systems will be added and integrated onto the WDTC test network. The network integration work will be performed by certified IT Professionals assigned to the Data Sciences Division IT Help Desk Integration team at WDTC. Venders Actions: Provide two (2) each Matrox MXO2LEMAX (Windows 7 Professional Compatible) PCIe 16-bit HIGH DEFINITION (HD) Video Processing Systems and two (2) each 64-bit HP Z820 Workstation Towers quote mark Octo Core quote mark Computer Systems. Integrate and interface all video hardware and Matrox LE boards together to build Two Matrox HD Video and Image Processing workstations and applications. The systems will include a rack mountable breakout box and all related operations, utilities and driver set software. The vender must be a Matrox Certified Dealer and builder for all Matrox Professional Video and Image processing products. They also must be an assigned authorized dealer for Matrox professional Video systems and be an alliance member for HP computer systems. The equipment specification includes the following: (a)Two (2) each HP 64-bit HP Z820 Workstations Specifications. -Dual Intel 2.60 GHz i7 E5-2670 Octo-core CPUs with 24 MB cache/1600 MHz/8c 1125W 90% Efficient Chassis, HP 2x High Perf Air Cooled Thermal Heatsink -Microsoft Windows 7 Professional (64-bit). Note: Army Vista Gold Approved Software will be installed locally by our own IT Technology Department if Windows 7 (64 Bit) software has not been approved for use on WDTC test network machines. (e)E-Sata 4 Drive Arrays (Raid 5 drive arrays Configuration) Pro Avio EB4FR. NOTE: Each HP Z820 workstation will have assigned to it two (2) each E-Sata Raid 5 Configured Drive arrays. Each drive array will include 4 each (2TB) E-Sata drives. A total of eight (8) each drive arrays will be delivered. Eight (8) each (1TB) drives are required. -8 x 2TB 7200 RPM SATA media drives. -Dual 1 Meter interface cables -RAID 5 data protection - (f)Other: Provide Complete Integration and installation of all new hardware purchased under this contract with existing Matrox hardware and Rorke HD Data Processing Systems on Site at WDTC. -LNA to install all new hardware purchased under this contract on site. -LNA to install customer's license of Adobe CS6 Production Premium (or Master Collection Suite) on both new Z820 systems and integrate with the two new Matrox MXO2LEMAX Systems. This software is to be fully integrated by LNA, and certified by Matrox and LNA. -LNA will deliver all hardware components to Dugway Proving Ground upon arrival. System integration includes deliver on site, training and a full custom installation on-site by a LNA technician who is a Certified Matrox Installer and Builder. NOTE: WDTC IT certified network team from Data Sciences Division will be on hand to assist LNA in the assignment of all WDTC Test Network requirements and installation of Vista or Windows 7 integration onto these systems and any add-on requirements to bring these two new systems onto the WDTC test network. The requiring activity for this requirement is the West Desert Test Engineering & Integration Division. Additional System Integration Requirements: This system is part of a required HIGH DEFINITION (HD) migration upgrade by interfacing these systems providing for a High Definition storage and runtime (HD) data processing capability. This Hardware shall be delivered and installed by a qualified certified Matrox Vender and builder inside the Photonics Image Data Processing facility that is generally used to provide for High Definition Video HD data streaming and processing using several Matrox HD system solutions to support the WDTC-DPG Chem-BIO test mission. These systems will be compatible to interface with an existing Rorke Data HD Galaxy X2 16 Bay and RAID5 system using an ATTO controller card and FiberJet software that will be provided as GFE. The Matrox Certified builder and vender must demonstrate and validate the delivered systems by processing numerous photonic data video streams in both the Standard Definition (SD and High Definition (HD) video support capability formats. The system will not be accepted until it has been demonstrated these systems can provide the full SD and HD processing capabilities and they are on line for migration shortly after delivery of these system. The systems will be of modular design to provide and operate inside a lab area or confined environment. All on board video storage space (4 TB) is required and available to process multiple SD and HD photonics video streams. Adequate storage space will be required to meet these requirements. The additional external storage (4 TB) for each system will also provide for a bridge support structure for the new Mobile Image processing System Mobile capability fielded in 2010 to provide for temporary storage for all raw and processed photonics SD and HD data video waiting to be processed. These systems also provide a temporary storage solution to archive all data as we continue the migration to the WDTC test network SAN and move away from costly optical disc and very large DLT tape. Systems shall be completely interfaced with all existing SD and HD Image and video processing systems support still and multi-spectral image processing capabilities. These systems will become a COOP system in addition to a mirrored Rorke Data HD X2 16 Bay and RAID5 system to realize a High Definition HD need to process large volumes of HD video to generate high spatial resolution data products. This system is also considered to be a companion that will be interfaced to all existing Dell NAS systems installed inside the MIPS trailer. The vender and our IT department engineers will work closely together to interface these Matrox systems on the WDTC test network. These two digital processes will be accessible on the WDTC test network using fiber optic cards and direct fiber optic connections. The new Matrox system toolset and hardware shall match all interface requirements that also minimizes all interface complications by using a Matrox certified system builder and vender to provide connections to the existing Rorke companion or Dell PowerVault NAS to provide for additional system storage. The Matrox MXO2LEMAX and HP Z820 systems may require some modification by the vender to meet the customized hardware and image processing application capability in maximizing the cooling controls inside the new HP Z820 system. The vender is responsible for supplying, installing and integrating all cooling controls and hardware to meet the specification requirements to maintain a controlled operating temperature within the HP workstation. Some modifications may be required to retro fit this hardware with either our existing Rorke Data Galaxy HD X2 RAID5 systems. The integration of the new Matrox systems must be seamless to support this new capability. Adobe Master Collection Suite CS6 is being provided as GFE. This software shall be installed by the Matrox Certified builder onto the HP Z820 systems and all suite software will be validated to control components and optional processes integrated within the Matrox MXO2LEMAX system. Several SD and HD video streams will be processed on these systems by the vender to insure all applications are turn-key and operational before acceptance. These systems will be interfaced with an existing professional Sony video PDWHD1500 recording deck to insure all modifications and interfaces are operational to access SD and HD video streams and processing applications. The interface of choice is fiber optic, HD SDI or Firewire controls designed to migrate and grow with the HD capability. The vender to provide all necessary interfaces as needed to control the Matrox MXO2LEMAX interface with the HP Z820 to support our WDTC-DPG HD capability and the Chem-Bio Smoke Obscurants mission requirements. Contractor must adhere to Army Regulations; AR 525-13, Antiterrorism and AR 530-1, Operations Security as described in section 8. The requiring activity for this procurement is the Photonics Video Data Processing Facility, Test Data Imaging Branch, Test Engineering and Integration Division, U.S. Army Dugway Proving Ground, Dugway, Utah. A determination on the contract type, mechanism for procuring the services, and possible set-aside will not be made by the Government until after the market research has been completed. No proposals are being requested or accepted under this synopsis. The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541512 and the size standard is $23.0M. Qualified companies are encouraged to respond. Responses should provide the following information in response to this sources sought announcement: (1) business name and address; (2) name of company representative and their business title; (3) pertinent details and experience of doing this type of services (identify any relationship with work conducted with the Government s chemical and biological programs); (4) business size as it relates to the NAICS code and size standard stated in this sources sought announcement; (5) contract types typically used for these types of services; and (6) other contract vehicles that would be available to the Government for the procurement of these services, to include General Service Administration (GSA) Federal Supply Schedules; and/or any other Department of Defense contracts. PROCEDURES: This Request For Information (RFI) is a required component of a complete and systematic process to evaluate interested parties in order to minimize cost both to potentially interested parties and the Government.
