- The Naval Surface Warfare Center, Panama City Division (NSWC PCD) intends to solicit proposals pursuant to the Defense Acquisition Challenge (DAC) program for the design, fabrication, test and delivery of a test article scavenge fan for the Landing Craft Air Cushion (LCAC). NSWC PCD anticipates making multiple awards under the solicitation to no more than two vendors on a technically acceptable lowest price basis. The resulting purchase orders will be firm fixed price. The design and fabrication will be based on an NSWC PCD performance specification with the goal of achieving increased availability and reduced life cycle cost, compared to the current fan. While the performance specification contains environmental and qualification tests “ the Contractor will not be required to complete the environmental or qualification testing and these tests are not a condition for acceptance of the test articles. The Contractor will be required to perform a functional test of the scavenge fan prior to delivery. The Navy intends to perform independent qualification and operational testing of the fan test articles to be procured under these orders once delivered. LCAC drawings of the existing scavenge fan and interfaces will be provided for information purposes only to assist in interface design. The NSWC PCD performance specification and the LCAC drawings are distribution limited to Department of Defense U.S. Contractors only. Requests for the drawings must be submitted via e-mail to stuart.burman@navy.mil (Contract Specialist). Requests must contain the vendors Contractor and Government Entity (CAGE) Code to be considered as potentially eligible to receive the controlled data. This requirement was the subject of a Sources Sought Announcement under solicitation number N61331-12-Q-CB01 that identified at least three small business U.S. vendors with the potential of meeting the requirement. Based on the responses to the Sources Sought Announcement this requirement is 100% set aside for qualified small businesses. The Government reserves the right to conduct a pre-award survey of the offerors facilities to verify technical competence and production capability. Dependent on the results of the NSWC PCD test and evaluation process NSWC PCD intends down select to one source and purchase future production quantities in the Fiscal Year 2014 - 2015 and out timeframe to retrofit the LCAC fleet. In accordance with FAR 16.202, a Firm Fixed Price type Contract is anticipated. The applicable North American Industry Classification System (NAICS) Code is 332721 and the size standard is 500 employees.
