The incumbent, who reports to the Maritime Administrator, is assigned oversight responsibility for five offices. The five offices are: the Office of Financial Approvals and Marine Insurance, the Office of Marine Financing, the Office of Cargo Preference and Domestic Trade, the Office of Maritime Workforce Development, and the Office of Shipyards and Marine Engineering. As such, the incumbent will formulate, direct and coordinate policies and programs to promote and implement marine financing, shipyard development, shipbuilding, marine insurance, cargo preference, domestic trade, and workforce development. The incumbent will also direct and oversee financial and cost analyses and approvals relating to Title XI Federal Ship Financing Program and the Federal Credit Reform Act for Federal credit programs. Specifically, this position is responsible for the direction and coordination of the maritime loan guarantee, capital construction fund and construction reserve fund, cargo preference programs; marine insurance and marine war risk insurance activities; policies and programs to assist U.S. shipbuilders, ship repairers and suppliers; analysis of ship design and architecture; analysis of shipbuilding data; development and administration of policies and programs relating to maritime labor, maritime academies and maritime workforce development; administration of Jones Act issues and small vessel waivers; vessel operating cost analysis, financial analysis, financial approvals; and guideline rate approvals.
