Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b), with Bevilacqua Knight, Inc (BKI) for the 2013 annual membership into the California Fuel Cell Partnership (CaFCP). This partnership is a collaboration of auto manufacturers, energy companies, fuel cell companies, the State of California, and other federal agencies. As a member of the CaFCP, the U.S. EPA will participate and share in the information and experiences generated during demonstrations of fuel cell powered vehicles. Bevilacqua Knight, Inc is the administrator of this partnership and will provide administrative support and periodic deliverables to include, but not limited to: 1) Steering Committee Meetings, Materials and minutes; 2) Working Group Communication on operating and testing fuel cell vehicles under real-world conditions in California; and 3) Viability of alternative fuel infrastructure technology, including hydrogen and methanol stations; 4) Explore path to commercialization, from identifying potential problems to developing solutions; and 5) Increase awareness about fuel cell electric vehicles, preparing the market for commercialization. However, any firm believing itself capable of meeting the EPA?s requirement may submit technical documentation to establish the potential of complying with the specifications. Such documentation must be submitted to the point of contact within 7 days of the posting of this notice. A determination not to compete the proposed requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
