- Item: Ambulance Type II, Class A and Class B Color: White Quantity: 10 each for Class A and Class B Information Sought: If you can provide this item please respond with the following information: 1.Company and point of contact information 2.Small Business classification of your company 3.Availability/Delivery Schedule 4.Rough Order of Magnitude (ROM) Price FOB: Origin Background: The U.S. Army Contracting Center - Warren (ACC-Warren) has a requirement for 10 each for Type II Ambulance Class A and Class B to support the Government of Lebanon that meet the specifications listed below. AMBULANCE TYPE II, CONFIGURATION A THE AMBULANCE SHALL BE PROVIDED WITH ALL NEW PARTS, MANUFACTURER'S STANDARD EQUIPMENT, AND PROVIDED THE FOLLOWING MINIMUM EQUIPMENT AND CAPABILITIES: 1.CONFIGURATION: 1.1.The vehicle shall be a Type II, Class 2, and Configuration A Standard Van with Integral Cab-Body Ambulance In Accordance With (IAW) KKK A 1822. 1.2.The vehicle shall be a 2012 model year or later. 1.2.1.The chassis shall be manufactured by General Motors Company. 1.3.The company that will manufacture the ambulance must have experience in the industry in the past 5 years, to include at least ten similar Type II ambulances. 2.SAFETY: 2.1.The vehicle shall meet US Federal Motor Vehicle Safety Standards (FMVSS). 3.STANDARD EQUIPMENT: 3.1.The vehicle shall be provided with a light package including at least headlights, turn signals, taillights, interior cab dome light, backup lights, and brake lights. 3.2.The vehicle shall be provided with a windshield wiping and washing system. 3.3.The vehicle shall be provided with exterior rearview mirrors. 3.4.Door locks and ignition shall be identically keyed for all vehicles. A minimum of two keys shall be provided with every vehicle. 3.5.The vehicle shall be provided with an engine hour meter. 3.6.The vehicle shall be provided with a storage area with tire changing tools and lifting jack. 3.7.An ABC type fire extinguisher, minimum 5 pound (2.2 kg) capacity, with mounting bracket shall be provided. 3.8.A lockable fuel cap shall be provided with a minimum of two keys provided with every vehicle. 3.9.Running boards shall be provided. 3.10.Front and rear mounted tow hooks or eyes shall be provided. 3.11.Front and rear anti-sail mud flaps shall be provided. 3.12.A manual(s) shall be provided with every vehicle and written in both Arabic and English 4.RATINGS: 4.1.The vehicle ratings shall be the manufacturer's published rating at the time of the offer. 4.2.The component ratings shall not exceed the manufacturer's published rating, and shall not be raised to meet requirements. 4.3.All individual components, including engine, transmission, frame, driveline, axles, suspension and tires shall be rated at or above the Gross Vehicle Weight (GVW). 5.WEIGHTS AND DIMENSIONS: 5.1.The vehicle wheelbase shall be at least 135 inches (3429 mm). 6.ENGINE: 6.1.Engine shall be provided with the heaviest duty available cooling and air filtration system designed for hot and humid environments (120 F temperature). 6.2.The engine shall produce at least a 320 hp (net). 6.3.The engine shall be capable of operating normally on 87 octane unleaded gasoline. 7.CHASSIS/DRIVELINE/AXLES/SUSPENSION: 7.1.Vehicle shall be provided with a 4x2 or 4x4 driveline. 7.2.The heaviest duty available OEM springs, shocks and axles shall be provided. 7.3.Rear axle ratios shall be the same for all vehicles. 7.4.The drivelines shall be the same for all vehicles. 8.TRANSMISSION: 8.1.Vehicle shall be provided with an automatic transmission with secondary transmission oil cooler. Aftermarket secondary transmission oil coolers are acceptable. 9.STEERING: 9.1.Vehicle shall be left hand drive and provided with power steering. 10.BRAKES: 10.1.Vehicle shall be provided with a service brake system with 4-wheel antilock brake system (ABS) and a parking brake. 11.ELECTRICAL SYSTEM: 11.1.A 12 volt electrical system shall be provided. 11.2.Vehicle shall be provided with the heaviest duty available alternator(s). 11.3.Vehicle shall be provided with two heavy duty maintenance free batteries. 11.4.A battery isolator shall be provided. 11.5.A switch on the dash shall be provided to alternate between batteries. 11.6.A 12 volt 20 amp circuit shall be provided in the cab for communications equipment. 11.7.Scene lights shall be provided, two each on the right, left and rear of the vehicle. 11.8.A warning siren shall be provided. 11.9.A public address system shall be provided 11.10.Red and white emergency warning lights shall be provided. (LED, halogen, strobe or a combination of all three types) 11.10.1.The emergency warning lights shall be visible from all sides of the vehicle, including the rear. 12.WHEEL ASSEMBLY (TIRES AND WHEELS): 12.1.Vehicle shall be provided with tubeless, radial tires with all season tread, rated for high temperatures. 12.2.Vehicle shall be provided with a full size spare wheel and tire assembly with holder. The spare wheel and tire assembly shall not interfere with the loading and unloading of patients. 12.3.All tires shall be of the same size, load rating and tread design, and all wheels shall be interchangeable, including the spare wheel and tire assembly. 13.PERFORMANCE: 13.1.Vehicle shall be capable of being stored, started, and operated in temperatures ranging from 0 degrees Fahrenheit to 120 degrees Fahrenheit ( F) (-18 to 49 degrees Celsius ( C)). 13.2.Vehicle shall be capable of operating 75% of mission on paved roads, 25% on unpaved roads and trails. 13.3.Vehicle shall be capable of maintaining a minimum speed of 70 mph (110 kph) at GVW on a level highway. 13.4.Vehicle shall be capable of maintaining a minimum speed of 45 mph (70 kph) at GVW on an 8% grade. 14.COLOR: 14.1.Exterior color of the vehicle shall be white. 14.2.The Red Cross sign shall be on sides, front, rear, and on top of the vehicle. 15.CAB: 15.1.Cab shall accommodate the driver and one passenger. 15.2.Seatbelts shall be provided for all cab occupants. 15.3.Air conditioning and heating systems shall be provided, designed for hot and humid environments, and which are capable of adequately heating and cooling interior during operation in the temperature range specified in paragraph 13.1. 16.AMBULANCE PATIENT COMPARTMENT: THE AMBULANCE PATIENT COMPARTMENT SHALL MEET THE MINIMUM KKK-A-1822 STANDARD IN ADDITION TO THE OPTIONS LISTED BELOW. 16.1.The patient compartment shall be partitioned from the cab with a sliding door with a window. 16.2.Seating shall be provided for three in the patient compartment; one in the medic chair and two on the side bench. 16.3.A flip up rear step shall be provided. 16.4.The patient compartment shall be provided with two portable quote mark D quote mark size oxygen containers and storage provisions. 16.5.The patient compartment electrical system shall be capable of being powered by the vehicles electrical system and separate heavy duty battery(s), and shall be sufficient to operate standard ambulance medical equipment. 16.5.1.Vehicle shall also operate the equipment specified in the quote mark Category A Ambulance Equipment quote mark in section 18. 16.6.All patient compartment windows shall be tinted. 16.7.A battery operated analog clock shall be provided and securely mounted on the wall, within sight of the medic. 16.8.The patient compartment shall include provisions for stowage of the equipment detailed in the quote mark Category A Ambulance Equipment quote mark such that the medic can provide unrestricted patient care. 16.9.A DC to AC inverter, minimum 1000 watts shall be provided. 16.10.A battery charger or automatic charger/conditioner shall be provided. 17.AMBULANCE PATIENT COMPARTMENT MEDICAL EQUIPMENT: THE PATIENT COMPARTMENT SHALL BE PROVIDED WITH THE FOLLOWING MINIMUM MEDICAL EQUIPMENT.
