Description
Sources Sought #N66604-13-R-0049, NUWC Code 8241, Electrical Hull Penetrators Naval Undersea Warfare Center, Division Newport is seeking information for potential small business sources to fabricate, assemble, inspect, package, and deliver Electrical Hull Penetrators (EHPs) and associated hull inserts, SUBSAFE LEVEL 1, in accordance with a statement of work (SOW) and government drawings. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential small business firms capable of providing the supplies described herein prior to determining the method of acquisition and issuance of a Request for Proposal (RFP). The NAICS for this requirement is 334417 with a size standard of 500 employees. All interested small businesses are encouraged to respond. The results of this Sources Sought will be used to determine if a Small Business Set-Aside opportunity exists. All Small Business Set-Aside categories will be considered. The anticipated contract will have a base requirement of five units and four one-year options with a total of fifteen units under the contract including the base requirement and if all options are exercised. After review of the submitted Sources Sought, NUWCDIVNPT will release an Advanced Notice to Industry regarding the acquisition strategy/decision (i.e. Unrestricted, Small, Small Disadvantaged, 8(a), Women-Owned, HUBZone, or Service Disabled Veteran-Owned Business) prior to release of the final Request for Proposal (RFP). It is anticipated that the RFP will be posted in the first quarter of 2013. The resulting contract will be a Firm Fixed Price type. It is requested that interested small businesses respond with a brief capabilities statement package (no more than 5 pages in length, single spaced, 12 point font minimum) demonstrating ability to fabricate the supplies listed in the attached SOW to Mr. William Hurley, Contracting Officer at william.hurley@navy.mil, by 14:00 local time on 12/20/2012. Questions or comments prior to the closing date may be addressed to the Contracting Officer. Absolutely no requests for extensions will be honored. Late responses will not be considered. The Capability Statement must address, at a minimum, the following: Section 1: Introduction. Identify the Sources Sought Number and Title Section 2: Corporate Description. Name of Company and address Company size status under NAICS Code 334417. Ownership, including whether: Small, Small Disadvantaged (SDB), 8(a), Women-Owned, HUBZone, or Service Disabled Veteran-Owned Business A point of contact, including: Name, title, phone, and e-mail address CAGE Code and DUNS Number Section 2. Past Performance. Provide one (1) example of past performance performing efforts of similar size and scope within the last three years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, Government point of contact with current telephone number, and a brief description of how the referenced contract relates to the supplies described in the Draft SOW. Note: Offerors without relevant experience fabricating SUBSAFE items will not be precluded from consideration under the formal solicitation but may be required to undergo a Pre-Award survey in order to be considered for contract award. Section 3. Technical Response. Provide a technical response that addresses the contractor ™s ability to fabricate the requirements per the SOW with emphasis on SUBSAFE requirements.
