- This is a COMBINED SYNOPSIS/SOLICITATION in accordance with the information in FAR Subpart 12.6 using Simplified Acquisition Procedures. This combined synopsis/solicitation will be posted on NECO/FBO satisfies the requirement of FAR 5.201(b)(1)(i). (http://www.neco.nayy.mil) and www.fbo.gov. THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.302 FOR THIS PROCUREMENT ACTION. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETETIVE QUOTES OR PROPOSALS. The Naval Surface Warfare Center, Port Hueneme Division (PHD), Port Hueneme, CA intends to procure on an other than full and open competition basis, Sole Source, the following items: 1.P/N: 7000-0268 EMI Filter, Quantity: 4 EA The Government reserves the right to award on an all or nothing, or partial basis. The NAICS code is: 334419 and the size standard: 500 Employees. This combined synopsis/solicitation is a œSOLE SOURCE to the Original Equipment Manufacturer (OEM) due to œProprietary rights. The contract type will be a Firm, Fixed Price. This requirement is SOLE SOURCED to: Spectrum Controls, Inc., as the only source that can provide this complex Electromagnetic Interface (EMI) Filter which will be installed in the Tactical Tomahawk Weapons Control System (TTWCS). This EMI Filter is currently installed in combat shipboard Weapons Systems. This filter will allow inter-changeability between Navy ships. This specific filter meets the exact form, fit and functionality to be compatible with Arleigh Burke class systems and meet the Navy ™s physical standards. Spectrum Control, Inc. is the Original Equipment Manufacturer (OEM) of these filters and the only source that can provide the necessary configurations to support this Weapons System due to form, fit and functional specifications required. This OEM has proprietary rights to this specific filter and they are the only known source that can meet the Governments required specifications. Any firms believing that they can provide the material may submit a written response to be received at the Contracting office no later than 5 days after the date of publication of this notice. It must clearly show the firm ™s ability to be responsive without compromising the quality, accuracy or reliability of the material without causing programmatic hardship. All responsible sources may submit a quotation which shall be considered by the agency.
