- This is a Sources Sought announcement seeking responses in order to determine availability of sources for the instruction of the Unified Command Suite (UCS) Operators training course. This does not constitute a notification for a specific requirement and is for informational purposes only to determine sources and the ability to set-aside any future requirements by the Mission and Installation Contracting Command - Fort Leonard Wood (MICC-FLW) office. IF A SOLICITATION IS ISSUED IT WILL BE ANNOUNCED AT A LATER DATE, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. The services being sought is a new requirement and will meet the need for instructional support to the UCS Operator Course which instructs Civil Support Teams (military). The UCS Basic Operator Course training will focus on providing the skills and knowledge required to prepare for and respond to a Weapons of Mass Destruction (WMD) incident, as part of the state emergency management response system. This course is specifically designed to provide selected personnel with training in the operator level use and the working knowledge of the technical and tactical skills necessary to accomplish missions in the Unified Command Suite (UCS) or Advanced Echelon (ADVON) as a Civil Support Team (CST) UCS Information Systems Operator Analyst or Communications Team Chief. The course will also provide training on UCS power systems, domain interoperability, radio systems, VMware using the virtual machine, employing the Solar Winds reporting functions, Wide Area Repeater, Range Extender, UCS Television Digital Satellite System (DSS), and the ADVON. Hands-on training is used extensively to ensure Soldiers master the requisite skills. This course will conduct practical application exercises, and finalize with situational training exercises. Upon completion, students will be able to operate a variety of specialized equipment in order to maintain communication with other Federal entities. In your response, demonstrate the ability to instruct the students on the below communications and IT equipment: a.Operate the UCS XTS/XTL (Motorola trademarks) PRC-117F (Army Nomenclature) with Wide Area Repeater and Range Extender. b.Operate the Key Variable Loader (KVL) 3000 Plus equipment. c.Program the Tactical Digital Intercommunications System (TDIS) equipment to cross band the very high frequency (VHF) and ultra high frequency (UHF) radios. d.Program and operating the Micom-3R radios. e.Employ and deploy the CTM9 Mast equipment. f.Employ the SX-600 power meter equipment. g.Program the ACU-1000 equipment. h.Operate the Bearcat Scanner and Frequency Counter. i.Operate the GeoNavigator System/GeoOps Web. j.Operate the Digital Satellite System. k.Employ the AVL 1.2 Mobile Very Small Aperture Terminal (MVSAT). l.Operate the Change III virtual machine (VM) ware. m.Configure a Universal Serial Bus (USB) device to a virtual machine. n.Perform system backup procedures. o.Deploy the UCS Motorola Point to Point. p.Identify and operate the UCS Motorola Point to Point Microwave equipment. q.Deploy the Tandberg Tactical video teleconference (VTC) equipment. r.Operate the Tactical Fast Lane (TACLANE) KG-175. s.Configure and load the KIV-7HS A/B communication security (COMSEC) device. t. Identify the capabilities of the Voice Over Internet Protocol (VOIP) Cisco 3825 Router. In your response, demonstrate the ability to instruct the students on the below communications and IT equipment: a. Three years experience with the UCS operating and maintaining Commercial Satellite Communications - to include International Marine/Maritime Satellite (INMARSAT); Iridium phone; KU, C, and Ka Frequency Sub-Bands; and Very Small Aperture Terminal (VSAT) Systems. b. The ability to obtain and retain a SECRET security clearance. c. Three years experience teaching dedicated line of sight and non line of sight, and non secure intra-team radio communication systems in hand held, base station, and vehicle configuration capable of interoperating with military and commercial communication systems. d. The ability to obtain certification in the following courses: - Trunking Concepts - Customer Programming Software - KVL 3000 (MOTOROLA) - Federal Communications Commission Licensure (commercial radio operator license). - Harris AN/PRC - 177F (Army nomenclature) Manpack Operator Course - iDirect Operation Maintenance Course (installation, operation and maintenance of iDirect HUB and VSAT products). The designated NAICS Code is 541990 with a size standard of $14.0M. Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine whether your company possesses the necessary functional area expertise and experience to compete for any future acquisition. It is imperative that business concerns responding to this sources sought articulate their capabilities clearly and adequately.
