Description
TITLE The Advanced Pilot Training (T-X) Branch (WLZA), Training Aircraft Division, Mobility Directorate, Air Force Life Cycle Management Center (AFLCMC), Wright-Patterson AFB, OH, will be conducting an Industry Day on 29-31 Jan 2013 at Wright Patterson Air Force Base, Ohio at the Hope Hotel and Conference Center. The purpose of this event is to broaden United States Air Force knowledge on the depth, breadth and dynamics of the market, communicate to industry pre-decisional information on the Advanced Pilot Training (APT) Family of Systems (FoS), and allow industry to offer candid feedback, especially with respect to affordability and costs versus capability analyses currently being conducted by the government program team. This Industry Day shall be considered a portion of the market research being conducted by AFLCMC. The Advanced Pilot Training (APT) Family of Systems (FoS) will utilize a full range of ground (e.g., simulators, computer based training, etc.) training systems as well as flight training systems as part of a fully integrated family of systems to replace the Air Education and Training Command's T-38C FoS and F-16D "bridge" training. GENERAL INFORMATION Information for Industry Day is as follows: Date: 29-31 Jan 2013. The 29 Jan session will begin at 0900 and is scheduled to conclude at 1200. During this session the Government will brief background information, the draft system requirements, and allow for a question and answer time. Each company is restricted to 15 representatives maximum. The Government briefing charts as well as questions and answers discussed during the Industry Day will be made available on FedBizOps approximately two weeks after the Industry Day. During the afternoon of 29 Jan and all day 30-31 Jan, upon request, individual sessions with the Government will be made available and consist of a 1 1/2 hour timeframe. Any respondent's presentation should be no more than 60 minutes in length with the remainder of the time spent on questions and answers. Respondents are reminded that during the individual sessions all questions and Government answers that are not specific to a Respondent's solution will be posted to FedBizOps. The Government is interested in any inputs or comments from the Respondents to the draft KPPs, KSAs, and additional attributes that were previously posted. If a Respondent identifies concerns with any KPPs, KSAs or additional attribute the Government requests an understanding of the concern and suggested replacement language. Be aware the Government may or may not incorporate any suggested changes. The Government is also interested in any input or comment on the method of contracting and contract types as well as an understanding of the concern. If a Respondent chooses to request an individual session, bring your unclassified presentation (in Microsoft PowerPoint format) on appropriately marked CD ROM/DVDs and provide it to the Government contracting official prior to 29 Jan at 0900. Please note that USB type devices are not authorized. Please be advised that all submissions become Government property and will not be returned. Please see attached Agenda for individual sessions. Also be sure to indicate if you wish to participate in a one-on-one session. Scheduling will be on a first come first serve basis. The Government does not intend to award a contract on the basis of this announcement. Participation in response to this announcement is voluntary, and participants shall not be compensated. This is a market research event for the Government to understand existing capabilities. This event does not commit the Government to contract for any supply or service whatsoever. Further, AFLCMC is not at this time seeking proposals, and will not accept unsolicited proposals. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this event. Please be advised that all submissions become Government property and will not be returned. All costs associated with attending this event will be solely at the responding party's expense. Not participating in this event does not preclude participation in any future RFP, if any is issued.
