- The Consumer Financial Protection Bureau (CFPB) intends to award a Firm, Fixed-Price contract to Experian Information Services on a sole source basis, under the authority of FAR 6.302-1, for a number of Experian's (AutoCount) Data subscriptions. The subscriptions will allow CFPB to have data on auto title loans, which is an area of concern to the Installment and Liquidity Lending Markets (ILLM) small dollar lending team as there is currently no publicly available information on this growing market. The subscriptions will be made up of three components: Market Share, Risk Report, and NADA Value data. 1. The Market Share module gathers 46 states' worth of DMV titling records for automobiles, SUVs and light trucks. This title information lists the lien holder (the lender) in each instance, allowing users of the database to generate reports on market shares for a given finance company, or bank, across a range of geographies, from nationally to a metropolitan area/city level. In addition to the auto lender, in almost all instances the automobile dealer is also listed, allowing the CFPB to analyze the "Buy-Here, Pay-Here" auto finance market in a more organized and detailed manner. 2. The Risk Report module appends transaction level records to contain additional data from consumer credit reports such as the total amount financed, monthly payment, borrower(s) credit score(s) and other loan characteristics including interest rate and term (in months). 3. The NADA value data assists in the calculation of loan to value ratios in conjunction with the amount financed from the Risk Report described above. To date, CFPB has found no better source than Experian's AutoCount database. Specifically the breadth of national coverage and the number of data elements, from vehicle detail (year, make, model) to credit information to loan terms we have been unable to find a more comprehensive source of information. No solicitation document is available. The Consumer Financial Protection Bureau will consider all affirmative responses. Affirmative responses must be accompanied by sufficient documentation to clearly show the Offeror's ability to provide the requirement at terms more advantageous to the Government. A request for more information will not be considered an affirmative response. If no affirmative written response clearly demonstrates the ability to meet all requirements, and more advantageous to the Government is received, we intend to proceed with the sole-source award for 12 months to Experian.
