- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse, Office of Acquisitions, Station Support/Simplified Acquisition, on behalf of the National Center for Advancing Translational Sciences (NCATS), intends to negotiate and award a purchase order on a noncompetitive basis to ThermoFisher Scientific Inc. (dba: Pierce Biotechnology Inc. and Cellomics Inc.), 3747 N. Meridian Road, Rockford, IL, 61105, for a service agreement for the existing Government-owned ArrayScan VTI HCS Reader (Serial Number 06117165F) for the NCATS TOX21 project in Rockville, Maryland. The period of performance for this service agreement is 12 months. The National Center for Advancing Translational Sciences (NCATS) has a requirement for a service agreement for Government-owned ArrayScan VTI HCS Reader (Serial Number 06117165F) which is manufactured by ThermoFisher Scientific Inc. for the NCATS TOX21 project in Rockville, Maryland. NCATS continues to require this service agreement so that the existing ArrayScan VTI HCS Reader is properly maintained for continued usage. The ArrayScan VTI is provides the latest high content imaging technology which allows quicker read times, "on-the-fly" data analysis, and accurate analysis with the easy-to-use software package. The service agreement for the ArrayScan VTI HCS Reader includes the following: -Unlimited break/fix site visits -Unlimited parts as determined by FSE -Unlimited technical support (phone, WebEx) -1 PM visit per year contract -BioApplication support from FAS -Informatics Support (Store database, Applications Server) -vHCS client SW support (Discovery Toolboxes, vHCS View) -ArrayScan instrument (Brightfield Module, Emission FW, ApoTome included) -Software updates released during the term of the agreement ThermoFisher Scientific Inc. (dba: Pierce Biotechnology Inc. and Cellomics Inc.) is the manufacturer of the ArrayScan VTI HCS Reader. ThermoFisher Scientific Inc. does not authorize any third parties to provide the necessary replacement parts, software support, or technical support for the ArrayScan VTI HCS Reader. This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this synopsis number, may be submitted to the NIDA SS/SA Branch, prior to the closing date specified in this announcement, electronically to the attention of John Flannery, at flanneryje@mail.nih.gov.
