- NAICS Code: 334516. The U.S Environmental Protection Agency intends to negotiate, on a sole source basis, with Thermo Fisher Scientific (Pierce Biotechnology, Inc.- a subsidiary of Thermo Fisher Scientific), 3747 N Meridian Road, Rockford, IL 61101 for purchase and installation of a LED light source for the Cellomics ArrayScan V imager and technology upgrade. This specialized equipment is used in a core research laboratory for high throughput imaging. Thermo Fisher Scientific is the only vendor with knowledge of the proprietary hardware and software associated with the Cellomics imaging equipment being upgraded. Since Thermo Fisher is the only manufacturer and distributor of the LED light source contained in this instrument, as well as the only distributor of the software which runs the equipment, EPA believes this is the only vendor capable of satisfying the requirement for this particular hardware and software upgrade. The circumstance permitting 'soliciting from a single source' at this time is FAR 13.106-1(2)(b). The anticipated delivery period is 4 to 6 weeks after placement of the order. All interested parties who believe they can provide the required hardware and software installation and upgrade should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible. The intent of this synopsis is to determine if any source(s) exist, therefore, no solicitation (RFQ) is available. Submit response to the U.S. EPA, Attn: Robin S.
