- NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA) Office of Air Quality Planning and Standards (OAQPS), under the authority of the Federal Acquisition Rules (FAR) Subpart 8.4, Federal Supply Schedules, intends to issue a sole source purchase order to Advanced Pollution Instrumentation for the purchase of three ambient Air Trace Level Carbon Monoxide (CO) analyzers, three trace level NO-NOy Analyzer, two Zero Air Generators (ZAGs), one Trace Level NOx Analyzer, and one Ozone Analyzer. These systems are used to assist states in implementing the requirement in 40 CFR Part 58, Appendix A, Section 2.4 for participation in the National Performance Audit Program (NPAP). Scope and Capabilities: The objective is to obtain two ZAGs, three CO analyzers, three NO-NOy analyzers, one Trace Level NOx analyzer, and one Ozone Analyzer for use in the EPA Research Triangle Park (RTP) laboratory and in regional laboratories. The ZAG must meet the following specifications: 1.Internal, long-life, oil-less piston pump, with automatic pump control based on flow demand; 2.Regenerative heatless dryer, with lifetime of greater than 5 years; independent of inlet dew point; 3.Rack mount; 4.Scrubbers for SO2, NO, NO2, O3, plus HC and CO option scrubbers; and 5.30 SLPM output. The CO Analyzers must meet the following specifications: 1.EPA-designated Reference or Equivalent Method (see EPA-website at www.epa.gov/ttn/amtic/criteria.html) RFCA-1093-093; 2.Enhanced Gas filter correlation ambient trace level continuous analyzer with a minimum concentration range of 0-100 ppb and a maximum range of 1-100 ppm and an adjustable averaging time; 3.Thermally stabilized heated reaction chamber and a stabilized flow system using capillary technology; 4.Lower detectable limit of < 20 ppb; 5.Ability for the monitor to perform an automatic zero; 6.Zero drift of < 20 ppb/24 hours; 7.Span drift < 0.5% of reading/24 hours above 5 ppm; 8.Lag time of 10 seconds; 9.Rise and fall time of < 60 seconds to95%; 10.Linearity of 1% of full scale; 11.Precision of 0.5% of reading; 12.Sample flow rate of 1800 cm?/min ?20%; 13.Rack mount; 14.Power requirements of 100V-120v and 50/60 Hz; 15.Analog output ranges of 10V, 5V, 1V, 0, or 1V; 16. 2 RS 232 ports; 17.2 USB device ports; 18.Opto-isolated digital outputs; 19.Opto-isolated digital inputs; 20.Analog outputs; 21.Self-aligning optics, heated multi-pass optical bench, and vibration protection; 22.Electronic diagnostic transducer, dedicated communication processor, remote performance diagnostics; 23.Spare parts package; 24.Internal pumps; 25.Operating temperature range of 5-40?C; 26.Dimension of 7? x 17? x 23.5? (178 x 432 x 597 mm); 27.50 lbs or less; and 28.Full DCHP implementation via Ethernet ports on the analyzer. The Chemiluminescent NO/NO2/NOх Analyzer must meet the following specifications: 1.US EPA Reference or Equivalent Method Designation for NO2/NOy, RFNA-1194-099; 2.Remotely mounted molybdenum converter with temperature controller in an enclosure; 3.Converter Temperature, nominally controlled to between 315 and 325?C; 4.Tube/Electrical Cable Assembly, up to 50 feet max. length; 5.Converter Efficiency: > 96%, NO2; 6.Teflon fittings between the converter inlet and the converter; 7.0-100 ppb concentration range (0-50, 0-200 ppb also available), averaging time 120 seconds; 8.Measurement units: ppb, ?g/m? 9.Linearity: 1% of full scale; 10.24 Hour Span Drift: ? 1%full scale, or < 0.5% of reading; 11.Lower Detectable Limit = 0.050 ppb; 12.Zero Noise: < 25 ppt RMS; 13.24 hour Zero Drift: < 0.1ppb; 14.Lag time: 20 seconds; 15.Rise and fall time: < 50 seconds to 95%; 16.Precision: 0.5% of reading above 5 ppb; 17.Ethernet port; 18.Flash memory port; 19.Opto-isolated digital outputs and inputs; 20.Serial I/O Com Ports, at least 2 for RS232, or RS232 or 485; 21.Analog Output Ranges: 100 millivolts; and 1, 5, and 10 volts; and 4-20 milliAmps; 22.Recorder Offset: ?10%; 23.Dimensions: 7? x 17? x 23.5?; 24.Weight: Analyzer, 40 Lbs; Converter, 21 Lbs; 25.Sample Flow Rate:1 LPM; 26.Bypass Flow Rate: 800cc/min; 27.Cal. Fittings between the converter inlet and the converter must be Teflon. 0-100 ppb concentration range (0-50, 0-200 ppb also available), averaging time 120 seconds; 3.Linearity, ?1% full scale; 24 Hour Span Drift, ? 1%full scale, or < 0.5% of reading; Lower Detectable Limit = 0.050 ppb; 4.Zero Noise, < 25 ppt RMS; 24 hour Zero Drift, < 0.1ppb; 5.Ethernet port, flash memory Serial I/O Com Ports, at least 2 for RS232, or RS232 or 485; Analog Output Ranges, 100 millivolts, and 1, 5, and 10 volts;and 4-20 milliAmps; 6.Dimensions, about 8?x17?x23?; Weight, Analyzer, 40 Lb, Converter, 21 Lbs ; Sample Flow Rate,1 LPM; Bypass Flow Rate, 800cc/min; Cal. UV Photometric Ozone Analyzer Specifications: 1.EPA-designated ozone detection system; 2.Capable of being easily plumbed to receive zero air from the same source of zero air as used to generate the calibration and audit system?s zero air source (a continuous zero air generator, or ZAG); 3.Detection system design includes a dual cell (or frequently cycling single cell that is proven equivalent for our application-auditing, rather than monitoring), and time-shared, cell-cycling process, for real-time cancellation of potential interfering species (water,VOCs, etc); 4.Balanced optical system that serves to correct for fluctuations in lamp intensity and improve response time; 5.Temperature and pressure correction, and temperature regulation of UV lamp to minimize drift and maintain a high level of signal stability; 6.Available full scale ranges should include 0-1000ppb, 0-500ppb, and 0-100 ppb (0-1.000 ppm, 0.500 ppm, 0-0.100 ppm); 7.Lower detectable limit should be no greater than1 ppb, preferably less; 8.Zero Drift: 1 ppb /24hours or less; 9.Span Drift: 1% of reading /24 hours, or less; 10.Zero Noise: less than 0.50 ppb (RMS); 11.Linearity: 1% of full scale; 12.Analog data output compatible (RS 232, at least) required; additional digital capability preferred; at least need 2 USB ports; 13.User interface that guides user through system operation, with easy to read display and user friendly function keys; and 14.Electronic diagnostic transducer, dedicated communication processor, remote performance diagnostics. A determination not to compete the proposed purchase order based upon the responses is solely within the discretion of the Government.
