Description
THIS IS A SYNOPSIS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR PART 12.6 and FAR PART 13, SIMIPLIFIED ACQUISITIONS PROCEDURES. THIS IS A NOTICE OF INTENT. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The announcement number for this acquisition is NIH-OLAO-OD-NOI20121217 and is being issued under the authority of the FAR subpart 6.302-1, 10 U.S.C. 2304(c) (1). Only one responsible source and no other supplies or services will satisfy agency requirements. The anticipated award date is December 31, 2012. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58 dated April 18, 2012. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) code is 519190, which has a size dollar standard of $7. The National Institutes of Health, Office of the Director, Office of Legislative Policy and Analysis (OLPA), on the behalf of OPLA, intends to procure on a sole source basis from Congressional Quarterly an experienced team of organization development professionals specializing in legislative liaisons. Experts will provide a vast range of information-legislative summaries, committee coverage, congressional schedules, and Congressional Member and staff information. The vendor will also provide customized e-mail updates those continuously alert users on the latest actions of Congress with clarity and reliability. CQ's database provides functions that have the ability to 1) highlight links to enable users to jump to highlighted occurrences of search words within full text of documents; 2) receive same-day coverage of committee markups on bills, including detailed descriptions of all amendments and votes (floor amendments and votes are described in detail); 3)inform users to see only material added or edited since a specified date; and 4) store search profiles and have the results delivered via e-mail with direct links to documents. CQ can search multiple databases simultaneously. Other WEB-based products do not provide the in-depth congressional schedules and schedules of meetings or press briefings of Advocacy Groups of interest to NIH. Other sources do not provide the detailed information in biographies of Members of Congress provided by CQ. The contractor will provide control over the technologies used and leverage over the current software and maintenance investments that is delivered as part of regular maintenance. This notice of intent is not a request for competitive quotations; however, the government will consider responses submitted. All responsible sources may submit an offer that will be considered by the Agency. Offers must be submitted no later than 09:00 A.M. Eastern Standard Time on December 26, 2012.
