Description
This is a Sources Sought announcement for acquisition planning purposes. No formal solicitation for this work exists at this time. All eligible and qualified contractors may submit capability statements for consideration. Capability statements received will be reviewed to determine the quantity and availability of contractors who have the technical level of expertise, administrative, and management capabilities to perform the effort described below. The capability statements received will also be used to determine the Bureau of Reclamation's (Reclamation) overall procurement strategy. Purpose Reclamation is looking for qualified sources with experience to perform an aquifer assessment and hydrogeological profile of a potential habitat restoration site near Blythe, CA. Reclamation needs to know what quantity of water can be produced from each developed borehole. In addition, the water quality must be assessed by analyzing water samples for pH, dissolved oxygen, salinity, and temperature. Background The Lower Colorado River Multi-Species Conservation Program (LCR MSCP) is a joint Federal, State (Arizona, California, and Nevada) program to assure that the water and power operations, both present and future, of Reclamation's Lower Colorado Region are in compliance with the Endangered Species Act (ESA). The LCR MSCP partnership intends to accomplish this through the implementation of the 50-year program that shall move covered, threatened and endangered species toward recovery. Reclamation is the implementing agency for the LCR MSCP Steering Committee. Part of the program's goal is to establish habitat along the Lower Colorado River for the benefit of LCR MSCP covered species. The Palo Verde South Ecological Reserve Area (PVER South) was identified for assessment of its habitat viability which includes creating ponds and planting cottonwood-willow-honey mesquite. Understanding and quantifying the aquifers characteristics below PVER South is a critical element in the design of ponds dedicated to native fishes. A portion of PVER South is currently under private ownership. Under this effort, the successful contractor shall be responsible for providing aquifer assessment and recommendations to support the planning and creation of ponds within the PVER South Area. Specifically, groundwater wells have been identified as a viable source of "non-native fish" free water to maintain water surface elevations and exchange water to maintain the ponds within acceptable water quality parameters. The collection of data from borings and the development of pilot holes are intended to allow us to determine the aquifers characteristics which are essential in the design, sizing, and long-term operation of the ponds in relative isolation from non-native fishes. Responses Responsible sources are invited to submit a capability statement on or before 4:00 P.M., local time, Monday, December 24, 2012. Received submittals will be reviewed and considered by Reclamation during the solicitation planning process. Please send your capability package by email to Mr. Andre D. Capability Statement - showing availability of performance and estimated lead time for performing the work 2. Business Name - including address, point of contact, phone number and email address 3. Business Size & Type - 8(a), HubZone, Service Disabled Veteran, Small Business or Large Business. Firms should also identify whether or not they are a small business or other than small business in accordance with the size standard for (NAICS) Code 237110 (Water and Sewer Line and Related Structures Construction). The size standard is $33.5 million. Responsive Vendors may provide recommendation for use of an alternate NAICS code. For questions, contact Mr. Andre D.
