- COINS FY14-18 Draft PWS USTRANSCOM is seeking information in support of the Commercial Operations Integrated System (COINS). The purpose of this market research is to gain industry input as related to the COINS requirement. Specifically, your inputs will be used to help develop the Government's acquisition strategy in support of the COINS requirement. This Request for Information (RFI) is for informational and planning purposes only. It does not constitute an Invitation for Bid (IFB) or a Request for Proposal (RFP), nor is it to be construed as a commitment by the Government. Respondents are solely responsible for all expenses associated with this RFI. Interested Offerors should submit answers to the questions below NLT 1500 (CST), 21 Dec 2012. Responses should be submitted in a separate document and are limited to three pages (including cover page), one‐inch margins, using Times New Roman Font, 12 pitch to Ms. Chastity Hill, chastity.hill@ustranscom.mil, before the time and date indicated above. 1. Describe your past performance relating to functional experience in acquisition and transportation‐related Department of Defense (DOD) operational activities (or similar commercial experience). 2. Describe your experience developing, maintaining, and administering complex software applications using Java applications and Oracle databases adhering to Government and industry standard practices. 3. Describe your past performance providing software development and sustainment support for a DOD program adhering to DOD Information Assurance Certification and Accreditation Process (DIACAP) requirements. 4. Based on the use of NAICS code 541519, indicate your business size. In addition please indicate and provide info. on any IDIQ type contracts (i.e. Encore, Alliant, etc.) of which you are a contract holder. 5. Use of non-Government advisors -- The Government has contracted with The MITRE Corporation, St. Louis Operations, Lakepointe Center, 1662 Windham Way, O'Fallon, IL 62269 and Paragon Technology Group, Inc., 8229 Boone Blvd Suite 700, Vienna, VA 22182 to provide advisory assistance to the staffing/technical evaluation team. MITRE and Paragon personnel may have access to responses. Your submission shall be considered your written consent to release proprietary, confidential or privileged commercial or financial data included in your proposal to MITRE and Paragon personnel. All contractor personnel have signed a non-disclosure certificate prohibiting them from releasing proprietary information.
