Description
The Department of Energy (DOE) is pursuing a sole source contract with Michael D. Holland Consulting for technical services under FAR 6.302-1, One Responsible Source. The approximate contract period of performance is January 1, 2013 through December 31, 2013. The estimated level of effort is 480 hours for the base year, with no option years included. The estimate of the cost for the base year is $80,000 plus DOE authorized travel expenses. The work areas that the contractor is responsible to perform include translating recently identified B3019 security concerns and potential organizational and mission related vulnerabilities into actionable and corrective federal measures. Such services will include, but not be limited to, reviewing recent DOE investigations and reports related to B3019 security concerns, supporting DOE's preparation of the Corrective Action Plan (CAP), and presenting results to senior leadership within the Department. One such recent report contains classified information that requires assistance from individual(s) with appropriate need to know and security clearance(s) at the Q level. Additionally, this work requires substantial and unique understanding of DOE's roles and responsibilities, particularly as they relate to its locations and federal organizations within Oak Ridge, TN. Accordingly, DOE intends to use these services to assist in the determination of appropriate corrective measures, to assist in oversight and verification of the corrective action implementation, and otherwise advise senior DOE leadership in related matters. In establishing the minimum requirements for this effort, DOE identified the following criteria deemed essential to meet its requirements: 1) Immediate availability. 2) Experience demonstrating an understanding of SC's management structure and culture. 3) Experience demonstrating an understanding of the Office of Science management approach including its use of the Office of Science Management System (SCMS). 4) Experience demonstrating an understanding of the detailed roles, responsibilities, authorities and accountabilities of Office of Science Site Offices and Support Offices. 5) Experience demonstrating an understanding of project management systems with regard to organizational structure, schedules, resource requirements, and integration. 6) Possess a working knowledge of DOE Human Resources including incentives. 7) Experience in working with organizations to solve cultural issues. 8) Possess a working knowledge of the DOE security requirements, including and specifically those for Level 1 Safeguarded Facilities. 9) Experience demonstrating knowledge of DOE contracts. 10) Independence from any of the federal line management organizations supporting the security function for B3019 (i.e. had not previously served in a permanent position). 11) Possessed a DOE Q clearance within the past year. 12) Recent experience (no more than one year removed) managing a large SC Management and Operating Contract. The statutory authority for permitting other than full and open competition for this award is 41 USC 253(c)(1), and implemented by FAR 6.302-1(a)(2), which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements. Michael D. Holland Consulting has highly specialized personnel who are uniquely qualified to perform this requirement in accordance with the above stated criteria deemed necessary to accomplish this work. The North American Industry Classification System (NAIC) Code for this requirement is 541611. Businesses who believe they have a superior solution to DOE's proposed award to Michael D. Holland Consulting must respond in writing to the Contract Specialist. The written response must include a general technical proposal for performing services mentioned in this announcement, past performance client information for similar work within 3 years, resumes of individuals with relevant professional qualifications who would be potentially assigned to the work and a rationale as to why your solicitation would be in the Government's best interest. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
