- Limited Source Justification (LSJ). J&A (ODCs) DHS/TSL has a continuing requirement on a limited source basis to maintain coverage under Bridge Task Order HSHQDC-12-F-00065 for two (2) months of certification readiness testing and support services for the evaluation of systems. The proposed period of performance for this action is December 16, 2012 through February 15, 2013. This proposed action will provide continued support to the DHS/Science and Technology (S&T) Checked Baggage program for the testing of technologies and capabilities that will provide improved security and reduced operational cost for checked baggage screening. The current GSA Task Order HSHQDC-12-F-00065 was awarded to SRA in June, 2012 inclusive of Other Direct Costs (Materials) as a sole source award under DHS as an interim measure until such time as the award of a follow-on contract vehicle can be made through full and open competition procedures which are presently underway. The period of performance was set to expire on December 15, 2012. The purpose of this action is to provide TSL with continued contract coverage while a newly competitive contract vehicle could be solicited. On November 23, 2012, OPO issued Request for Quotation (RFQ) HSHQDC-12-Q-00264 for research, development, test and evaluation (RDT&E) services that supports the TSL mission and which are presently covered under the SRA Bridge Task Order. The estimated milestone timeline for award of a new contract vehicle under the RFQ exceeds the period of performance available on the current SRA Bridge Task Order. It is critical that TSL continue to maintain contract coverage while the RFQ proposal evaluations are underway. The TSL requirement still exists for the 2 (two) months of continued critical CRT support services which will allow sufficient time for proposals to be evaluated under the new competitive solicitation. In accordance with the requirements of FAR 8.402(f) and competition requirements of FAR Part 6, an open market J&A document will be prepared to cover the Other Direct Costs (ODC) portion of this action The attached sole source justification documents are attached.
