- The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 6.302-1) with Intuitive Surgical, 1266 Kifer Rd, Sunnyvale CA 94086-5206, as the only responsible source that can provide instruments and consumable for DaVinci Robotic Systems. This acquisition is being conducted under the FAR 12 Acquisition of Commercial Items Provisions and clauses in effect through Federal Acquisition Circular 2005-63 are incorporated. NMC Portsmouth, WRNMMC Bethesda, and NMC San Diego have a need for additional consumables under the existing IDIQ contract N62645-12-P-5046 DaVinci Robotics Systems. The requirement is for additional instruments and consumables for a surgical telemanipulation system. The total cost of the contract will be increased up to $6,300,000.00 over a five year ordering period. The units shall include forceps and needle drivers capable of holding suturing needles during wound closures. The units shall include telemanipulation endoscopic equipment, including fluorescent and non-fluorescent endoscopes. These instruments and consumables shall be compatible with the Da Vinci Surgical Robot system currently installed at the following facilities: NMC Portsmouth (ECN 110325, Serial # SH736), WRNMMC Bethesda (ECN 128741, Serial # 257979), and NMC San Diego (ECN 098114, Serial #445811). Items being purchased in this acquisition: Instruments and Consumables compatible with the following facilities systems: NMC Portsmouth (ECN 110325, Serial # SH736), WRNMMC Bethesda (ECN 128741, Serial # 257979), and NMC San Diego (ECN 098114, Serial #445811) for an Indefinite Delivery Indefinite Quantity (IDIQ) five year ordering period. This acquisition is being conducted under commercial acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 339112 with a Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable system is provided by Intuitive Surgical, Inc.
