Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Center for Nanoscale Science & Technology (CNST), intends to negotiate with Toptica Photonics Inc.; Victor, NY, on a sole source basis under the authority of FAR Subpart 13.106-1(b), Soliciting from a Single Source, to purchase two TA PRO laser diode/tapered amplifier systems. The Electron Physics Group in the Center for Nanoscale Science and Technology at NIST requires laser diode systems to perform research on high brightness ion sources for focused ion beam applications based on laser cooling. This research supports the CNST's mission to develop new measurement tools that enable critical applications of nanotechnology in the Nation's economy. Diode laser systems provide a very cost effective means to produce the required laser power with the necessary continuous wave (CW) stability, narrow linewidth and tunability to both laser cool atoms and ions and also ionize cold atoms. The proposed acquisition will enable new developments in barium ion sources and cesium ion sources. The laser diode systems will be used in laser cooling and ionization of cold atoms. High power is required because the laser light will be frequency-doubled in existing systems that require high power for good efficiency. NIST requires a tunable diode laser system that operates in continuous wave (CW) mode for use in laser-cooling of barium ions. In particular, NIST requires a master oscillator power amplifier (MOPA) consisting of a tunable, single-frequency external cavity diode laser (ECDL) that is amplified by a tapered amplifier (TA) diode laser. The system is modular in construction and it will be necessary to exchange modules between laser systems during the course of operation. The system needs to have interchangeable parts with existing Toptica laser systems currently in use at NIST. This notice follows Sources Sought notice AMD-13-SS09, which was posted on Federal Business Opportunities on November 29, 2012. Market research has shown that Toptica Photonics Inc. is the only company that can provide laser diode systems that meet the requirements. The NAICS Code is 334516- Analytical Laboratory Instrument Manufacturing with a Size Standard of 500 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Toptica Photonics Inc. for this requirement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
