Description
This is a SOURCES SOUGHT notice. Please note that this is not a request for proposal (RFP) or bids and the government is seeking information for market research purposes only. No solicitation document is available and no other information pertaining to project scope, timeline, etc. is available at this time. Any request for assistance with submission or other procedural matters shall be submitted via email only. Additional information about this project will be issued under a different solicitation number on the Federal Business Opportunities website http://www.fbo.gov once available. The Department of Veterans Affairs, VA Illiana Healthcare System, Danville, IL is issuing this Sources Sought to identify potential small, bondable, and experienced businesses such as: (1) Service-Disabled Veteran Owned Small Businesses (SDVOSB): (2) Veteran Owned Small Businesses (VOSB); (3) 8(a) contractors, (4) HUBZone Small Businesses, (5) Women Owned Small Businesses (WOSB), (6) Small Business, etc, that are capable of meeting this construction requirements and maintain the required bonding capability. This project consists of a furnishing all labor, materials, permits, supervision, tools and equipment to perform all work to "Construct Three Green Homes" as detailed on the contract drawings and specifications. Work includes demolition, utilities, general construction, electrical, mechanical, plumbing, finishes and certain other items as indicated on the contract drawings. Scope of work is estimated to be 9,600 +/- square feet each of the three new small house model homes located on the Department of Veterans Affairs Illiana Health Care System campus in Danville, Illinois. Scope of work is to be in accordance within the current codes as listed on the following VA web site: http://www.cfm.va.gov/TIL/cPro.asp. The project will encompass the following new site and buildings elements: New site utilities for the homes to be connected to existing site utilities and to be extended to the site, new earth work to conform to elevations of site design for the homes, new access road, concrete drive and sidewalks, homes are designed to be built with conventional wood framing. Homes have ten bedrooms with adjacent toilets, common kitchen, common dining, living room, den, garage/storage, basement and support spaces, common electrical and plumbing systems, and individual heating/cooling control systems to each bedroom. Homes shall have wall paint, ceiling paint, wood accent trim, wood casework, carpet flooring, sheet vinyl flooring, and ceramic tile flooring. All workers on-site must be OSHA certified (at least one competent person onsite at all times must have 30 hour certificate and all other workers, prime and subcontractors, must have 10 hour certificate). Construction time allotted for all work will be 370 calendar days from the receipt of Notice to Proceed. In accordance with VAAR 836.204, the magnitude of this construction project is between $5,000,000 and $10,000,000. The North American Industrial Classification System (NAICS) code is 236220, small business size standard of $33.5M in average annual receipts for the preceding three years. Interested firms must be registered in SAM.gov and qualified as a small business under this NAICS code. Qualified small business firms (service disabled veteran owned businesses, veteran owned businesses, HubZone firms, Woman Owned, 8a firms, etc) are encouraged to respond. The response to this notice shall be in summary format and shall not exceed two (2) pages. Include the following: 1. Company name, DUNS number, social economic category (small business, SDVOSB, 8(a), etc), address, point of contact, telephone number and email address. 2. Bonding capacity (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). 3. If available, list the last three Construction projects completed in the last 5 years of similar size and scope to include contract number, award date, dollar value or range of contract amount, project location, and point of contact. No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments. There is no guarantee, expressed or implicit, that market research for this acquisition will result in a particular set-aside or sole source award, or any other guarantee of award or acquisition strategy. Responses must be received by 3:00 PM EST on January 1, 2013 via email or fax to the Contracting Officer at Aaron.Lacy@va.gov, FAX (317) 988-1537. PLEASE REFERENCE "SOURCES SOUGHT: Project 550-315 Construct Three Green Homes" IN THE SUBJECT LINE or cover sheet. Email is preferred. Respondents will not be contacted regarding their submission or information gathered as a result of this Sources Sought notice. Interested firms shall be required to respond to additional announcements separately from this announcement without further notice from the Government when posted to the FBO website at http://www.fbo.gov. The formal solicitation will be issued at a later date by a separate announcement and separate solicitation number on the Federal Business Opportunities (FBO) website. The FBO website is the only official site to obtain these documents.
