Description
The 746 Test Squadron (746 TS), Holloman AFB, NM, is seeking manufacturers capable of designing and building a Power Distribution Unit (PDU) for use in military and commercial aircraft. The PDUs currently in use were designed and built by the 746 TS and are reaching the end of their functional life expectancy. Replacement units are being sought to replace these unique items, and it is believed that industry developed PDUs will meet future needs. Contractors must have capability to design, build and certify PDUs with the following minimum functionality: - Input Power: -- 28VDC, 200A, Aircraft power (limited internally to 175A by fusible link) -- 28VDC, 400A, Ground power (limited internally to 175A by fusible link) - Output: -- 28VDC @ 80A -- 115VAC, 60Hz, 1PH @ 20A --- Input Voltage: 28VDC (Nominal), 20-36.5VDC range --- Output Phase and Waveform: Single Phase/Sinewave --- Output Voltage: 115 V AC ± 10% --- Harmonic Distortion: 0.5% (Nominal) --- Power Factor: +0.8 to -0.8 --- Efficiency: 87% Nominal --- Response Time: 300 µSec (No load to full load) --- Regulation: 1% Line, 1% Load --- Overload Capacity: 110% of rated power for 2 hours 150% of rated power for 5 min. --- Protection Circuit: The inverter should shutdown under the following conditions: ---- lnput Voltage > 37.5 ± 1 VDC ---- Input Voltage < 18 ± 1.5 VDC ---- Internal high ambient temperature ---- Short circuit condition (after 2 to 15 seconds) --- Operating Temperature: -55°C to + 71 °C ( -65°F to + 160°F) --- Environmental: DO-160C --- Cooling: Fan Cooled --- Compliance: FAA TSO certification for specification -- 115VAC 400Hz 3PH@ 15A/phase --- Input 28VDC --- Output: 115V AC/Phase --- Operating Temperature: -55°C to + 71 °C (-65°F to +160°F) --- Environmental: DO-160C --- Cooling: Fan Cooled --- Compliance: FAA TSO certification for specification - Input Connections -- MS3509 Aircraft battery connectors, one for Aircraft power and one for ground power. - Output Connections -- 5 each MS3450W24-11 S independently switchable providing all voltages. - Circuit Protection -- Primary input : 175A fusible link -- Diode reverse current protection for ground/aircraft power inputs. -- Outputs: independent circuit breakers for each output. - Environmental: All components TSO certified to 50,000 ft ASL - Mechanical --Shall fit within current footprint. 26"L X 15.25''W X 22"H -- Shall not exceed current weight, 178lbs -- Must have attachment points for standard cargo aircraft "brown line" rails 13. 75" wide spacing -- G-Stress performance: 20G minimum. This is a one-time impact survivability. All responders are asked to include information if a commercially available product is available that meets these minimum standards. If no commercial item currently exists, but one can be adapted to these specifications with minor modifications, please include this information as part of your submission. The contractor shall have the capability to provide PDUs with the functions listed above. All deliverables will be certified for use in multiple aircraft meeting all FAA and other applicable standards. All interested sources are encouraged to respond the this notice and to identify their qualifications and experience through a Statement of Capability in the area of power distribution manufacturing as described above no later than 28 Dec 2012. Please limit your Statement of Capability to no more than 10 pages. If e-mailing your Statement of Capability, please send in a format readable by Adobe Reader or Microsoft Word. Include the following reference numbers on all correspondence: FA2486-13-R-0103. Please, include business size as defined by NAI CS Code 335311 - Power, Distribution, and Specialty Transformer Manufacturing (750 Employees). Information should be submitted either electronically to jonathan.heitkam@holloman.af.mil or by mail to 96 Test Group, AFTC/PZZC, Attn: Jonathan Heitkam. 872 DeZonia Road, Holloman AFB, NM, 88330. Questions regarding this sources-sought notice, shall be directed to Jonathan Heitkam, 575-572-1245, e-mail: jonathan.heitkam@holloman.af.mil. The Government shall not reimburse the respondent for any costs associated with the information submitted to this notice.
