- OR EQUAL SOLICITATION PLEASE SEE SOLICITATION AND OR EQUAL FOR DETAILS... Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation. Offer shall list, as directed below, key salient characteristics of the proposed OR EQUAL for evaluation purposes. If no salient characteristics are provided, the government will assume the OR EQUAL product does not meet the key salient characteristics of the Brand Name. Completion of the below 'Brand name or Equal' form is required if submitting a proposed Or Equal, if not completed offeror will be deemed non-responsive and will not be evaluated.
