- The U.S. Army Medical Command (MEDCOM), Center for Health Care Contracting (CHCC), on behalf of the Department of the Army, has developed this Request for Information (RFI) to solicit market research information from industry to assist the Government with analysis of a Government requirement and provide commercial insight on performance-based solutions, best practices, possible contractual arrangements, and potential issues. THIS IS A REQUEST FOR INFORMATION ONLY. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a Solicitation, or an indication the CHCC will contract for the items contained in the RFI. This RFI is part of a Government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI are strictly voluntary and the Government will not pay respondents for information provided in response to this RFI. Responses to this RFI will not be returned and respondents will not be notified of the result of the review. If a Solicitation is issued, it will be announced on the Federal Business Opportunities website http://www.fbo.gov at a later date, and all interested parties must respond to that Solicitation announcement separately from any response to this announcement. This RFI does not restrict the Government's acquisition approach on a future Solicitation. The U.S. Army Medical Command (MEDCOM), Center for Health Care Contracting (CHCC), is conducting market research for the operation of Nutrition Care food services within multiple Military Treatment Facilities to include the preparation of patient meals in accordance with medical instructions, delivery of patient meals, interaction with dietary requirements of the patients, consultation with medical staff on patient care, and the operations of commercial food services within the hospitals. Services are required at West Point (NY), Forts Stewart (GA), Riley (KS), Knox (KY), Leonard Wood (MO), Sill (OK), Jackson (SC) Eustis (VA), and Irwin (CA). A draft copy of the Performance Work Statement (PWS) is attached for information purposes only. Respondents to this RFI should provide the following information: 1. Provide a brief summary of your capability to provide health care food service in a health care facility. This would include preparation of food under dietician instructions, patient tray service and cafeteria and concession operations within a hospital. 2. Provide experience in preparing and delivering patient meals in a health care facility to include the number of meals provided in a twelve month period at a single location and the total number of meals prepared and served during the twelve month period. Provide the number of locations in which you have or are currently providing health care food services. 3. Provide your experience in handling Government Furnished Property. 4. Identify your business as small or large under NAICS 722310 Food Service. If small indicate all socioeconomic classifications. 5. Provide any information on industry practices that would pertain to the attached Government Performance Work Statement. 6. Should it be determined that a total set-aside for 8(a) small business or other small business subcategories is not feasible, MEDCOM requests feedback on small business goals pertaining to large business. Please provide your thoughts on whether the following subcontracting goals, calculated on the basis of total subcontracting dollars, would be realistic: -Small Business 40% -Small Disadvantaged Business 5% -Woman Owned Small Business 5% -HUBZone Small Business 3% -Veteran Owned Small Business 3% -Service-Disabled Veteran Owned Small Business 3% 7. Discuss any contractual requirements that you believe necessary in the acquisitions of the attached requirement. Include in your discussion contract type, performance standards, personnel qualifications, corporate experience, quality control requirements, transition requirements, and any potential incentives that would maximize contractor performance, minimize cost and/or reduce performance risk. Responses should contain Company Name, Address, Point of Contact, Phone Number, Fax Number, CAGE Code, Size of Business pursuant to NAICS 722310, and GSA contract number, if any. Responses should address the company's experience in providing similar services in healthcare food services, including commercial, military, or other federal Government hospitals and facilities. When describing this past experience, a brief description of the size, scope, and complexity of the requirement and the contracting vehicle should be provided. Reponses should be e mailed to the points of contact identified below. Responses should be formatted as either MS Word (.doc), (.docx), or Adobe Portable Document Format (.pdf) and should be limited to a maximum of ten (10) pages. Proprietary/Competition Sensitive information (appropriately marked) will be protected from disclosure to the greatest extent practical; however, it is preferred that respondents do not provide proprietary or otherwise restricted responses. Responses should be submitted no later than 4:00 PM CST, January 3, 2013.
