Description
The Federal Emergency Management Agency (FEMA) is issuing a presolicitation notice to acquire janitorial services at the FEMA Mt Weather Emergency operations Center (MWEOC), Mt Weather, VA. Services include but are not limited to cleaning of office and dormitory buildings in accordance with Building Owners and Managers Association (BOMA) commercial standards. Industrial type cleaning for HVAC vents and electrical lighting fixtures shall be completed on a rotational basis. This work shall be performed by using ladders up to approximately 15 foot in height. Exterior and Interior window cleaning is required. This incorporates approximately 36 buildings with approximately 2200 windows. Buildings range from 1-4 stories in height. Emergency or Special Event cleaning which shall include bodily fluid cleanup is required. Contractor personnel must be certified in proper cleaning/disinfecting and disposal of Blood Born Pathogens and/or other Potentially Infectious Material (OPIM) and be available to perform bodily fluid clean-up as needed. The Government will make one award for a base year and four option year periods resulting from this solicitation to the responsible offeror whose offer confirming to the solicitation will be most advantageous to the Government, price and other factors considered. It is anticipated that Solicitation No. HSFE50-13-R-0003 will be posted to this site during the week of January 14, 2013. Amendments to the Solicitation will also be posted to this site. Prospective offerors are cautioned concerning their responsibility to access the website for any amendments that may be issued under the solicitation. Amendments may be issued up until the proposal due date. Failure to acknowledge amendments may render your proposal ineligible for award. Interested offerors are encouraged to use the "Register to Receive Notification" function to register as an interested vendor. This requirement is being set-aside as a Service Disabled Veteran Owned Small business. The North American Industry Classification System (NAICS) code and size standard is 561720 and $16.5M, respectively. All documented related to this notice will be posted to the Federal Business Opportunities website. Prospective offerors are cautioned concerning their responsibility to access the website for any amendments and/or solicitation postings related to this pre-solicitation notice. There will be no advance notification of amendment or solicitation issuance. Prospective offerors are advised to consult the website frequently to check for the issuance of amendments and/or solicitation. A proposal conference and site visit for this procurement is scheduled for on or about January 30, 2013. Additional information regarding registration for this site visit has been posted with this notification. It is expected that interested offerors shall attend the site visit and thoroughly familiarize themselves with the services required. NOTE: All offerors must be registered with the System for Award Management (SAM) www.sam.gov prior to submitting a proposal. Security Requirements: Contractor personnel must comply with the rules and regulations defined in CFR 44, PART 15; CONDUCT AT THE MT. WEATHER EMERGENCY ASSISTANCE CENTER AND AT THE NATIONAL EMERGENCY TRAINING CENTER, as well as the access requirements described in the paragraph titled, "DELIVERIES AND GENERAL ACCESS TO DHS, FEMA, MT. WEATHER EMERGENCY OPERATIONS CENTER (MWEOC)". All contractor personnel performing work at the MWEOC must be U.S. citizens. An original or certified proof of citizenship document is required and must be presented for persons born abroad. Acceptable documents are: Certification of Birth abroad issued by the Department of State, Naturalization Certificate, US Citizen ID Card, or US issued Passport. Access is limited to those persons who have official business related to the mission and operations of the MWEOC and who are U.S. citizens or have been granted an exception by the Executive Director, or his/her designee. Contractor employees requiring access to the MWEOC facility must receive a favorable police records check.
