- The U.S. Environmental Protection Agency (EPA) intends to negotiate, on a sole source basis, with San Francisco State University, Office of Research & Sponsored Programs, 1600 Holloway Avenue, San Francisco, CA 94132 to perform an analysis of the data from an Epidemiologic Health Study of Manganese Exposure in East Liverpool, Ohio. This study was conducted as an sole source procurement to San Francisco State University and the data from the East Liverpool must be analyzed and reported using the same statistical techniques previously employed so that the study results are equivalent and comparisons can be made with previous studies conducted in Marietta and Mt. Vernon, Ohio by San Francisco State University. The data from East Liverpool, Marietta and Mt. Vernon is proprietary to San Francisco State University due to patient confidentiality. Therefore, EPA believes this is the only capable source capable of conducting this study. The circumstance permitting is FAR 6.302- 1 ?Only one responsible source and no other supplies or services will satisfy agency requirements?. The anticipated period of performance is a 12 month base period and two 12 month option periods. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible. The intent of this notice is to determine if any other sources(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, anyone failing to provide the aforementioned and instead chooses to merely submit a routine letter requesting a copy of the statement of work or more information about the project will be ignored. The information received to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
