Synopsis: The Defense Logistics Agency (DLA) Information Operations J6 is the Agency's knowledge broker, providing comprehensive, best practice Information Technology (IT) support to the Department of Defense (DOD) and DLA Business Community resulting in high quality information systems, customer support, efficient and economical computing, data management, electronic business, and telecommunications services. The proposed procurement will provide DLA's near-term and future requirements for Enterprise IT Solutions support and are divided into the following three Task Areas: Task Area 1 - IT Solutions Technical Support, Maintenance, and Sustainment; Task Area 2 - Enterprise Business System (EBS) Software Maintenance and Technical Support; and Task Area 3 - IT Project Planning and Management Support. Services may include IT maintenance, sustainment, and life cycle support tasks in areas of Information Technology Solutions Technical Support, Maintenance and Sustainment, EBS Software Maintenance and Technical Support, and Information Technology Project Planning and Management. The proposed procurement will establish multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contracts in accordance with FAR 16.504. The acquisition proposes a 100% Small business Set-Aside in accordance with FAR Subpart 19.5. The requirement includes both commercial and non-commercial services. The initial award of the IDIQ contracts will be conducted utilizing a best value trade-off process. Following award of the IDIQs, competition for orders will be conducted amongst the IDIQ holders to award specific task orders. Task orders will be Firm Fixed Price (FFP) unless otherwise stated. Depending on the task order requirement, Low Priced Technically Acceptable (LPTA) or trade-off evaluation processes may be used during task order competition. The contract will have a base period of one (1) year, with four (4) one-year option periods, for a maximum contract length of five (5) years. Solicitation SP4701-13-R-0004 is expected to be issued in January 2013 with an expected closing date in March 2013. Attached is the DRAFT solicitation for the proposed acquisition. The DLA Contracting Services Office (DCSO) in Philadelphia requests that interested contractors submit any questions or comments pertaining to the DRAFT solicitation to Michael Yacobacci at Michael.Yacobacci@dla.mil. DCSO does not intend to hold discussions with any interested contractors pertaining to the DRAFT solicitation. However, DCSO will consider all questions and comments submitted prior to formal issuance of the RFP.
