Description
The Southwestern Power Administration (SWPA) is in the process of preparing a solicitation for the construction of two microwave radio sites in Arkansas. Each site includes a 200 foot tall microwave radio tower that will weigh approximately 100,000 pounds. In past solicitations the contractor, or sub-contractor, has been responsible for the design, detailing, fabrication and erection of the tower, as well as the design and drawings needed for the tower foundation. In this solicitation SWPA is planning to provide the tower and foundation designs. At this time we are requesting feedback on your interest, comments and suggestions. The contractor, or tower sub-contractor, will need to prepare fabrication and erection drawings for the tower and tower accessories, based upon the information provided. At this time we anticipate that the solicitation will provide the following design information for the tower: 1. Tower outline drawing showing overall dimensions of the tower and designating the size and type of material for each tower member in each section. 2. Connection design details showing the type, diameter, configuration and quantity of bolts needed at each connection along with the gage and minimum end distance for each member. For connecting elements such as vangs and flanges, the plate thickness, material type, minimum weld size and minimum hole spacing will be provided. 3. Climbing ladder details showing the minimum size of members, material type, weld sizes, bolts sizes and manor of connection to the tower itself. Details will cover the ladder and material needed for the attachment to the tower. 4. Transmission line ladder(s) details showing the minimum size of members, material type, weld sizes, bolt sizes and manor of connection to the tower itself. Details will cover the ladder and material needed for the attachment to the tower. 5. Transmission line bridge details showing the configuration, minimum size of members, material type, weld sizes, bolts sizes, and foundation drawings. 6. Antenna pipe mount heights, orientation, and details showing the minimum size of members, material type, weld sizes, bolt sizes and manor of connection to the tower itself. Details will cover the antenna mount and material needed for the attachment to the tower. 7. Tower foundation drawing showing the foundation dimensions, rebar layout, anchor bolt cage and grounding. The drawings will not show additional rebar needed for stiffeners, chairs, spacers, wheels, boots, etc., needed for installation of the foundation. Note that more than one type of foundation design (pier, mat or pile) may be provided for pricing and selection by the Owner. In consideration of the above factors, and any others which may be deemed appropriate, the construction/tower manufacturer community is invited to comment on SWPA's potential requirement. Of particular interest are responses to the following questions: a. Is your company interested in preparing detail drawings and fabricating a tower that is designed by others? b. What do you see as some of the pros and cons for this process? c. Would this type of information be sufficient for providing adequate pricing information? d. What potential risk factors do you see in this process? e. What additional information could be provided in the solicitation to help reduce potential risks? This is NOT a Request for Proposal and does not constitute any commitment by the Government. Responses will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to solicitation announcements separately from this survey.
