- ATTACHMENT D SHELF DRAWING ATTACHMENT_A_B_C NATIONAL ARCHIVES AND RECORDS ADMINISTRATION REQUEST FOR QUOTES (27) ALUMINUM LADDER CARTS (BRAND NAME OR EQUAL) NATIONAL PERSONNEL RECORDS CENTER. ST LOUIS, MO NAMA-13-Q-0007 This is a combined synopsis/solicitation for commercial supplies in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quotation number is NAMA-13-Q-0007. This Request for Quotation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-63 effective Dec 10, 2012). The NAICS Code 332999 (All Other Miscellaneous Metal Product Manufacturing) is applicable. The requirement is a 100% small business set-aside and the Small Business Size Standard is 500 employees. All responsible small business sources may submit a proposal that will be considered by NARA. Quotes will be evaluated IAW FAR 12 and FAR 13. The contractor must have a Dunn and Bradstreet Number (DUNS) and be registered in the Central Contractor Registration (CCR). Award will be base on lowest priced technically acceptable LPTA) offer. This will be a firm-fixed price purchase order. The purpose of this contract is to obtain aluminum ladder carts for the National Archives and Records Administration (NARA), National Personnel Records Center (NPRC), at St Louis, MO. The Offeror must give complete price for the purchase and delivery of ladder carts. Please quote your price per ladder cart inclusive of shipping. Delivery is 30 days after award. SCOPE: See the brand name or equal Specification for Ladder Carts, Aluminum (quantity 27). CLAUSES AND PROVISIONS: The following clauses and provisions are incorporated and are to remain in full force in any resultant fixed price purchase order. FAR 52.212-1, Instructions to Offerors-Commercial Items (Feb 2012); The quotations will be evaluated in accordance with the procedures outlined in FAR Subpart 13.106-2 and award will be made to the offeror that submits the lowest price technically acceptable offer (evaluation factors: technical approach, price and past performance); each offeror shall include a complete copy of the provisions at FAR Clause 52.212-3, Offeror Representations and Certifications-Commercial Items (Nov 2012), with the quotation. The copy of any protest shall be received in the office designated above within one day of filing a protest with GAO. Questions no later than December 21, 2012, by 4:00 PM ET. Quotes are due no later than January 2, 2013, by 4:00 PM ET. Vendors submitting quotes directly to the contracting officer are advise they should seek confirmation of receipt. NARA is not responsible for mis-routed (caught in spam filter) quotes. Quotation Requirements. Failure to comply with these requirements will render the vendor's quotation as incomplete and eliminate it from further consideration. Quotations must include the solicitation number, payment terms, identification of any special commercial terms, and must be signed by an authorized company representative. It is critical that Offerors provide adequate detail to allow evaluation of their quotes (See FAR 52.212-1(b)). Quotations shall be a minimum of 2 pages and include specification for material used specifically for (frames, steps, wheels and rubber ladder feet/tips, construction methods/finishing, dimension of the casters, delivery (location and quantity), schedule for delivery and location of manufacturing. Brand Name or Equal will be considered and evaluated IAW FAR 52.211-6 Brand Name or Equal (Aug 1999), Past Performance will be evaluated as part of the technical evaluation. Vendors shall submit 3 references for similar work (See FAR 52.212-1(b)(10). Offerors will be responsible for downloading their own copy of this combined synopsis/solicitation and amendments (if any).
