Description
NASA/DFRC has a requirement for the purchase of a Manufacturers Steering Group (MSG) 3 Low Utilization Maintenance Program (LUMP) in support of DC-8 aircraft. The deliverables for this particular custom maintenance program would include a complete set of inspection work cards for all work required of this Progressive Maintenance Program. NASA/DFRC intends to purchase the service from the Boeing Company, located in Long Beach, CA. Authority for the requirement is 10 USC 2304 (C)(1) and FAR 6.302-1 (a)(2) Only one responsible source. Justification is based upon the following facts: 1.Boeing and Douglas legacy engineering and maintenance personal are uniquely qualified to provide a complete reliability, availability and maintainability assessment and analysis of the DC-8 aircraft. 2.The Federal Aviation Administration (FAA) has authorized the Boeing Company to develop for commercial aircraft operator custom LUMP under the authority of the MSG 3 that meets all the FAA requirements for certification. 3.The Boeing Company is the Original Equipment Manufacturer (OEM) for the DC-8 #N817NA aircraft, and has developed the MSG 3 LUMP with input from a committee comprised of customers that operates DC-8 aircraft. Boeing heads the committee, which meeting periodically to review the maintenance programs and make changes as necessary. The maintenance programs are the sole property of Boeing and Boeing issues formal changes to the maintenance program as needed. Boeing is the only authorized seller to develop or modify the original aircraft maintenance instructions and procedures. Failure to adhere to FAA regulations threatens revocation of the aircraft air worthiness certification. Based upon the above, utilization of any other organization in-lieu of the Boeing Company for this type maintenance service would likely result in: a) substantial duplication of cost to the Government that is not expected to be recovered through competition; and b) unacceptable delays in fulfilling the agencys requirements. These reasons justify procuring the required services exclusively from the Boeing Company. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Jenny Staggs at jenny.y.staggs@nasa.gov not later than 4:00 p.m. PDT on Thursday December 27, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
