- The Aviation Applied Technology Directorate (AATD) Contracting Division, Army Contracting Command, intends to negotiate on a sole source basis, in accordance with 13.106-1(b), Soliciting from a Single Source, with Stratasys, Inc; 14950 Martin Drive; Eden Prairie, MN 55344. The proposed contract action, a commercial items purchase order in accordance with FAR Part 13, is for procurement of a one-year extended maintenance agreement for the Stratasys 400mc printer and the Stratsys 900mc printer currently located in AATD's Engineering, Design & Analysis Branch. The purchase order will be issued on a Firm-Fixed-Price basis. The Design & Analysis Branch of the Rapid Prototyping Division utilizes two 3D Printers (Stratasys Fortus 400 and Fortus 900 MC) for producing prototype models of design solutions. This SAP is to obtain an annual maintenance contract for the printers, (from 03/06/2013 through 04/06/2014), which will allow the branch's capability to print 3D models of design solutions used for prototyping, fit-up, and in some cases, for flight purposes. The proposed vendor, Stratasys, Inc, is the original manufacturer of the Stratasys Fortus 400mc and Fortus 900mc. The Fortus 3D Printer Systems are unique to Stratasys, Inc., who build and maintain these systems. The OEM (Stratasys Inc.) is the only source which can supply OEM replacement parts and qualified technicians to repair and maintain their systems. The procurement of these 3D Printers explicitly states use of any service to repair or maintain the system will null and void any expressed warranties and certifications provided by the initial purchase. Stratasys, Inc. is the only vendor which has access to and can provide OEM proprietary system parts, and the expertise to diagnose problems with the 3D Printer systems operation. Due to the frequency of use of this system to support all Army Aviation programs within AATD, it is vital for this branch to maintain this capability. No request for quotes/proposals will be posted. Interested sources may identify interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. The Government will review and consider all capabilities statements or proposals received within the closing date set in this notice. The Government retains the sole discretion on the decision whether or not to conduct a competitive competition based upon information received in response to this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Companies submitting such statements shall reference W911W6-13-P-0009 in all correspondence with the Government. Specifications, plans, or drawings relating to this procurement described are not available and cannot be furnished by the Government. Capability statements are due on 19 December 2012, 2:00 p.m. Eastern Standard Time. A solicitation document is not available.
