- This acquisition is for a Firm Fixed-Price commercial contract to obtain a broad range of high quality information technology services, equipment, and software to support the Defense Media Activity's (DMA) missions, users, and customers. Scope of services includes Information Technology (IT) Operations Support (network, system and database administration, and help desk), Application Development, IT Security Services, Integration Services, Configuration Management, Systems Administration and Implementation, Project Management, Program Management and Acquisition support for four distinct domains: DMA ANet, DINFOS, DVI and DMA BNet. The Defense Media Activity (DMA) was formed as a result of the 2005 Base Realignment Activity Committee (BRAC) law. The activity is housed on Ft. Meade, MD and is comprised of the main DMA building and the Defense Information School (DINFOS). DMA is acquiring technical and program management services to support existing and new media applications, web/internet initiatives, network and help desk operations, as well as the computing and broadcast infrastructure to support new media communication and information dissemination. This initiative covers four (4) unique operational areas of the DMA: DMA Headquarters, the Defense Information School, the Defense Visual Information Directorate (DVI) with support of the Defense Asset Management Systems (DAMS), and IT engineering support for the DMA Broadcast network. Both the DMA Headquarters and DINFOS maintain full IT operational support which includes help desk, project management, applications maintenance and development, and network operations. The DMA mission is considered operational, while the DINFOS mission is strictly training of service members. This procurement is a total small business set-aside. The applicable NAICS is 541519 with a size standard of $25.5 million. The Government intends to award a Firm Fixed-Price commercial contract with a base year period of 12 months, with four 1-year option periods. The solicitation and all attachments will be electronically issued and may be accessed for viewing and downloading on the Government Electronic Posting System (EPS) site at www.fbo.gov. Once the solicitation is posted, it is the responsibility of all interested parties to review this site frequently for any updates/amendments that may occur during the solicitation process. The solicitation will be issued electronically on or about 7 January 2013 with a closing date on or about 7 February 2013. The Government will not provide paper copies of the solicitation package. Fax, telephone, written or email requests for the solicitation package will not be honored. All questions concerning this RFP may be submitted by sending an email to the contracting point of contact not later than 10 calendar days prior to the RFP closing date. Questions received less than 10 calendar days prior to the closing date of the RFP may not receive a response. While email is a convenient method of communication, it is not 100% reliable. It is incumbent upon the sender to ensure that the message is delivered/read. DMA Contracting cannot be held responsible for email delivery issues. NOTE: The solicitation issuance date is an estimate, not an actual, and the actual can be before or after the stated date. The response date cited above does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. The Government reserves the right to cancel this procurement/ solicitation either before or after the RFP closing date, with no obligation to the offeror by the Government. All prospective offerors must be registered in the Systems for Award Management (www.sam.gov) in order to be eligible for contract award.
