- Draft SOW The U.S. Office of Personnel Management (OPM) is issuing this Small Business Sources Sought Notice for informational and planning purposes only. This notice should not be construed as a solicitation notice or as an obligation of commitment by the Government. The sole intent of this notice is for Market Research. OPM is conducting a market survey to determine the availability and technical capabilities of qualified small businesses (SB), small disadvantaged businesses (SDB), woman-owned small businesses (WOSB), historically underutilized business zone small businesses (HUBZone) and service disabled veteran-owned small businesses (SDVOSB) capable of providing Data Center Hosting Services as identified below and in the attached DRAFT Statement of Work. Responses to this Request for Information will assist the Government in determining an appropriate acquisition strategy and if set-aside options are possible. THIS IS NOT A REQUEST FOR PROPOSAL. NO SOLICITATION EXISTS AT THIS TIME. The Data Center Hosting Services will enable the Agency to consolidate five of its data centers to a single commercial location. OPM envisions a commercial data center that will host OPM owned IT resources that remain physically isolated from other services or cloud offering that the Data Center Host (DCH) may provide. The DCH will provide floor space, power, air conditions, network cross connecting, and physical security to Co-Located OPM equipment which will be contained within a physical boundary inside the DCH's facility. Specific requirement pertaining to the physical security, data center characteristics, and geographic, space, management, cyber-security, disaster recover, and service level requirements are provided in the attached DRAFT Statement of Work. Interested SB, SDB, WOSB, HUBZone and SDVOSB concerns responding to the sources sought notice must submit a capability statement clearly demonstrating your firm's ability to fulfill the Governments requirements as identified in the DRAFT SOW. The capability statement must contain sufficient detail for the Government to make an informed decision regarding your capabilities. The capability statement must identify the firm's small business type and size for NAICS Code provided in this notice, company name and company address, point of contact, phone, and email address. Capability statements must be submitted by email to in PDF format. Email capability statements to the attention of Jeff Brakebill at jbrakebill@opm.gov. Please reference the RFI number, OPM32-13-S-0002, in the subject line. All capability statements must be submitted electronically no later than 2:00 pm Eastern Time on Tuesday, January 8, 2013. TELEPHONE REQUESTS WILL NOT BE ACCEPTED. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in the responses. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any firm responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the respondent's qualifications and capabilities to perform the services/facilities described in the attached DRAFT SOW. Respondents are advised that the Government is under no obligation to provide feedback to respondents with respect to any information submitted. No proprietary, classified, confidential, or sensitive information should be included in your capability statement. After review of the information received, a pre-solicitation synopsis and solicitation may be published in the Federal Business Opportunities (FBO). A determination by the Government to proceed with the acquisition as a set-aside is within the sole discretion of the Government Contracting Officer.
