Description
Project Title: Core Facility Management Software as a Service Subscription This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. Background The mission of the National Heart, Lung, and Blood Institute (NHLBI) Division of Intramural Research (DIR) is to perform robust scientific and clinical research leading to a better understanding of biology and clinical pathology. Core Facilities within the NHLBI DIR feature a technology, an approach, or a group of related technologies designed to support the research in the NHLBI DIR community and provide services that are not readily or conveniently available from outside vendors. Core Facilities arise based on needs articulated in the NHLBI DIR, and they are transformed or eliminated when the need no longer exists. In 2011, the Office of the Scientific Director within the NHLBI DIR procured and implemented iLab Solutions, a Software as a Service (SaaS), to support and enhance the daily operations (scheduling, request tracking, inventory management, and billing) for approximately 13 diverse Core Facilities, and to assist the administration in tracking and reporting on Core Facility usage. During the first year, iLab was integrated with NIH enterprise directory (NED), and an NHLBI implementation of iLab was customized for the workflow of each of the 13 Core Facilities, and Core Directors and users were trained on how to use the customized iLab software to schedule, request, track inventory, and bill for services. Purpose and Objectives The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), for the National Institutes of Health (NIH), is seeking information related to the interest and capacity of small businesses, private companies, foundations, and academic institutions to provide core subscriptions to iLab Solutions Software as a Service as described herein. Project Requirements The contractor shall provide core subscriptions to iLab's software as a service including software licenses, implementation, user directory integration, version upgrades and feature enhancements, hosting, unlimited user support, and 5 hours of custom coding per Core Facility. DIR also requires continued integration with NIH enterprise directory (NED). iLab will provide user analytics at the completion of each period of 12 months, to be submitted within 15 days of the end of the reporting period. User analytics should include a list of registered users, and number of user requests tracked per user. Report will also provide an assessment of user requests made directly to iLab Anticipated Period of Performance This contract will have a 12 month base period and four (4) twelve month Option Periods. The Government may exercise options to extend the period of performance in accordance with FAR 52.217-9, Option to Extend the Term of the Contract (Mar 2000), upon written notification by the Contracting Officer within 30 days of contract expiration or within 30 days of funds becoming available for that fiscal year. Other Important Considerations The contractor shall provide user analytics at the completion of each period of 12 months, to be submitted within 15 days of the end of the reporting period. Capability Statement/Information Sought This Sources Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on part of the National Heart, Lung, and Blood Institute (NHLBI), for the National Institutes of Health (NIH). The NHLBI does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted. As a result of this Sources Sought Notice, the NHLBI may issue a Request for Proposal (RFP). The NHLBI is seeking capability statements from all eligible small business concerns [particularly Small Disadvantaged Businesses (SDB), Woman-owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, Veteran-owned Small Businesses (VOSB), and Service-Disabled Veteran-owned Small Businesses (SDVOSB)] under the North American Industry Classification System (NAICS) code 541513 with a size standard of $25.5M. Based on the responses received from this SOURCES SOUGHT announcement, the proposed acquisition may be solicited as a Total Small Business Set-Aside. All eligible small business concerns responding to this Sources Sought Notice must have the capabilities to provide iLab core facility management software as a service subscriptions. Interested parties are expected to review this notice to familiarize yourself with the requirements of this project; failure to do so will be at your firm's own risk. Interested qualified small business organizations should submit a tailored capability statement for this requirement that clearly details the ability to perform the aspects of the notice described above, and particularly, the ability to: • Provide core subscriptions for iLab Software as a Service • Implementation services • User directory integration services All proprietary information should be marked as such. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of the capability statement (preferably placed under the eligible small business concern's name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
