- Special Notice 13-SS-0005 NOTICE OF INTENT TO AWARD A SOLE SOURCE 19-Dec-12 The Office of Naval Research (ONR) intends to execute a contract modification to increase the ordering maximum amount for an IDIQ contract and extend the ordering period under the authority of FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about 31 DEC 2012 to Oceaneering International, Inc. (OI) under Contract Number N00014-07-D-0850. The new ordering period will expire on 30 JUN 2013 and the new ordering maximum amount will be $22,000,000. The intent of this contract modification is for the contractor to complete the remaining work of the IRT contract which includes: completion of design/redesign; American Bureau of Shipping (ABS) certification; completion of fabrication; system integration; factory acceptance testing; relevant environment testing; disposing of all material produced during the project; performing an analysis of the data collected during the demonstration testing; producing a Science and Technology evaluation and providing recommendations/models for design improvements based on lessons learned. ONR intends to increase the maximum ordering amount and ordering period on a sole source basis to OI because OI has proven to be the only offeror capable of performing to the Government's current requirements. Their development efforts over the past five years make them uniquely qualified to understand the limitations of the current system and to provide recommendations/models for design improvements based on lessons learned. Three awards resulted under the original BAA Solicitation. After Phase I of this program, the Program Officer determined that only OI met the minimum government requirements for a Phase II award. Debriefs were provided to both unsuccessful offerors. OI is intimately familiar with the project, the pre-production, demonstration variant of the IRT system, the systems strengths and weaknesses and the actions needed to fulfill the tasks associated with project and remains the only qualified offeror. The North American Industry Classification System (NAICS) code for this requirement is 541712 with the size standard of 500 employees. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by ONR. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
