Description
NASA Dryden Flight Research Center (DFRC) intends to extend the period of performance of the current DFRC Research Facilities and Engineering Support Services (RF&ESS) Contract, NAS4-00047, with Arcata and Associates. The extension will be for twelve (12) months, February 1, 2013 through January 31, 2014, pursuant to 10 U.S.C. 2304(c)(1), Only One Responsible Source and an approved Deviation of FAR 17.204(e). A contract modification reflecting this extension will be issued on or before January 31, 2013, which is the expiration date of the current RF&ESS contract. Contract NAS4-00047, a cost plus award fee contract, was awarded July 3, 2002, as a result of full and open competition to Arcata and Associates. This extension is necessary to bridge the performance period between the end of the current contract and award of a new NASA DFRC RF&ESS contract. Services received under this contract are critical to mission operations of NASA DFRC. The services provided include services and/or support for the Western Aeronautical Test Range (WATR), Research Aircraft Integration Facility (RAIF) and Information Technology (IT) Information Support Services (ISS). WATR sustaining and developmental engineering and operations services, including telemetry/radar acquisition and processing (TRAPS) hardware and software, range display systems, real-time hardware and software processing, tracking and mobile systems, and communications and video control center RAIF sustaining and developmental engineering and operations, including simulation hardware design and integration, systems engineering and facility integration, and simulation project support to Remotely Augmented Vehicles (RAV) and Remotely Piloted Research Vehicles (RPRV) ISS, including Chief Information Office (CIO) and IT security support, central computer systems services, database analysis, programming support and web development, phone operations, cable plant services and help desk and scheduling services. IT management and operations includes systems engineering and protective services information systems. Multimedia systems support, includes audio and video technical support, imaging services, administrative and in-flight photography and video, and graphics and illustration services. The current contract, Arcata and Associates, is considered the only contractor that can meet DFRCs needs given the potentially short period of performance for the extension. The contractor has the experienced and skilled personnel already in place to provide continued and uninterrupted RF&ESS services at DFRC. Award to another source for the period of this extension would result in substantial duplication of cost to the Government that is not expected to be recovered through competition of the extension and would not allow for a sufficient phase-in period. Notwithstanding this stated intent, interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. PDT on January 4, 2013. Such determination of capabilities/qualification will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. The Government does not intend to acquire a commercial item using FAR Part 12. Oral communications are not acceptable in response to this notice.
