- USPFO of New Jersey Army National Guard intends to award a BLANKET PURCHASE AGREEMENT (BPA) Contract for catered meals statewide; multiple agreements will be made. Expected period of performance is three years with options possible to extend up to two additional years. BPA Contractors must include the following: their business size, type (Hub zone, 8a, etc.), area of state in which you are willing to service and if you are a mobile caterer. Generally, orders are placed monthly for two days of meals; each meal will be chosen in advance of call being awarded. Meals are required for scheduled training and statewide emergencies. Average number of meals per BPA call is approximately 100 each, but shall vary depending on actual need. Place of performance will vary based on the location of the requestor; such as a dining facility, covered area, or tent. Past performance will be evaluated; interested vendors shall submit a minimum of three past performances for review. The requirement is for a full service caterer, to included preparing the meals, serving the meals, and disposing of waste. The contractor shall provide all personnel; supervisory, administrative and direct labor, who will be required to accomplish all work associated with this contract. See the attached Statement of Work. Prospective contractors MUST be registered in the System for Award Management (SAM) prior to award of a DOD contract. If an individual other than the Contracting Officer attempts to make changes to the terms and conditions of this contract you shall not proceed with the change and shall immediately notify the PCO.Contracting Evaluation Criteria/Basis of Award Seller whose offer conforming to the solicitation will be most advantageous to the Buyer on the basis of price, technical capability, delivery.
