- Solicitation Number: W31P4Q-13-T-0028 Notice Type: Combined Synopsis/Solicitation Synopsis: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. THIS IS A COMBINED SYNOPSIS/SOLICITATION, SOLICITATION NUMBER: W31P4Q13T0028, NOUN: 2013 ONLINE SUBSCRIPTION RENEWAL TO AMERICAN INSTITUTE OF PHYSICS (IOP) Z PACKAGE AND 1999-2001 ANNUAL UPDATES, CLOSING DATE: 31 Dec 2012, email Ralph.d.lindner@us.army.mil. The solicitation number is: W31P4Q13T0028, the solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-47. The NAICS code is 511120 and small business size standard is 500. The contract line item number(s) and items, quantities and units of measure are: CLIN 0001 - AIAA 2013 Online Package Z and Annual Updates - 1, unit - LO. Description of requirements for the items to be acquired are as follows: One (1) year Renewal of subscription service that provides online access to IOP Package Z and Annual Updates covering a wide range of topics in scientific and technical subjects applicable to the Redstone Arsenal Community. The proposed contract action is for services for which the government intends to solicit and negotiate only with one source under the authority of FAR 6.302-1. This notice is not a request for competitive proposals. Only American Institute of Physics, Cage Code 09WL8 is capable of responding to the agency requirements due to the unique or specialized nature of the work. This is a proprietary, copyrighted material available only from this publisher. No other source can fill the existing requirement. Date of performance is Date of Contract Award - 31 December 2013. The provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation--Commercial Items, is applicable; the specific evaluation criteria to be included in paragraph (a) are technical capability and price. The evaluation factor technical capability is significantly more important than price. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition.
