Description
This amendment is for the purpose of correcting the NAICS code for this effort: the NAICS code was changed from 334419 to 334417. All other information remains unchanged. The Naval Air Warfare Center - Aircraft Division, Lakehurst, NJ (NAWCADLKE) intends to procure qty twenty-five (25) each FS-1290 Rugged Versa Module Eurocard (VME) Chassis Assemblies (P/N 71290000-001) in support of the AN/UPX-29A Interrogator System projects, which include USS LITTLE ROCK (LCS-9), USS SIOUX CITY (LCS-11), USCGC MIDGETT (WMSL-756), and AN/TPS-59(V)3 Radar Systems. The Navy intends to solicit on a sole source basis from Kontron America, Inc. (hereafter referred to as Kontron) for the equipment identified above. The VME Chassis Assembly under P/N 71290000-001 is the only known chassis that provides the necessary shock and vibration isolation, Electromagnetic Interference (EMI) protection, and Environmental Effects (EME) protection for the Shop Replaceable Assemblies used by the AN/UPX-29A system while also maintaining compatibility with the currently fielded systems under the Navy Supply System. AP Labs is the Original Equipment Manufacturer (OEM) of the FS-1290 VME Chassis and was acquired by Kontron in May 2010, at which time Kontron acquired all data rights to, and became the sole manufacturer of, the FS-1290 VME Chassis, which houses the Circuit Card Assembles and custom wiring harness needed for proper operation of the AN/UPX-29A Interrogator system. Kontron remains the only business entity to own the proprietary data for the chassis, including the patented card slides that are required within the AN/UPX-29A system for MIL-S-901D qualification and electrical compatibility with existing Circuit Card Assemblies. The Government intends to procure this equipment under the authority of 10 USC 2304 (c) (1) as implemented by the Federal Acquisition Regulations (FAR) Section 6.302-1.
