- Attachment 2 Draft Spec Attachment 1 Aircrew Mission Seat Draft SOW The Naval Air Systems Command (NAVAIR) intends to conduct a full and open competition in accordance with FAR 6.102(b) for replacement of the E-6B Mercury Aircraft's mission seats. NAVAIR does not intend to use the provisions of FAR Part 12 for this acquisition. NAVAIR will NOT fund any developmental or nonrecurring engineering efforts necessary to obtain a complying product. The Contractor shall define, validate, fabricate, test and deliver aircrew mission seats and assembly adapters in accordance with the Statement of Work and AS-6232 Performance Specification (see attachments 1 & 2). The aircrew mission seats and adapters shall meet the load and strength requirements (static and dynamic) for aircraft safety as defined in the AS-6232 specification. The new aircrew mission seats shall not exceed a weight of 80LBS (per seat) including the adapter. The Seats contract awarded as a result of this full and open competition will contain firm fixed price line items for the delivery of NRE and Prototype, and 6 Shipset production units with the technical data. The contract will contain firm fixed price option line items for a production quantity of up to 10 Shipsets and Installs. Initial production unit delivery must meet a delivery deadline of one year from the date of contract award with follow-on deliveries through 2015. NAVAIR anticipates making award of the Seats contract no sooner than 1 September 2013. The Contractor shall comply with all Strategic Communications Wing 1 (SCW-1) and Tinker AFB security requirements for access to the base and flight line. These include, but are not limited to, submittal of visit requests, vetted background checks, and limited or no access for foreign nationals. Foreign Nationals are prohibited from entry to the restricted area which includes the hangar, squadron facilities, aircraft, and flight line. The following Seats procurement milestones with notional completion dates are provided: Formal RFP posted to Federal Business Opportunities, (fedbizops), website located at https://www.fbo.gov/ - 23 January 2013; and Due Date for Proposal Submittal - 25 March 2013. Please note that these dates are subject to change. Subsequent modifications to this synopsis and final RFP will be posted to fedbizops.
