Description
This announcement is a Market Survey. This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) or REQUEST FOR PROPOSAL (RFP). Further, the Federal Aviation Administration (FAA) is not seeking or accepting unsolicited proposals. The purpose of this market survey is to access the capability of industry to provide laboratory testing services in order to conduct Environmental, Electrical, Photometric and Infrared tests on LED PAR-38 Medium Intensity Approach Lighting System with Runway Alignment Indicator Lights (MALSR) Prototype lamps. The Laboratory Test Facility will need to be able to conduct the following tests all in one facility: Reliability Demonstration, Maintainability Demonstration, 24-Hour burn-in, Visual Inspection, Hot/Cold Temperature, Humidity, Altitude, Sand and Dust, Aiming Device and Aiming Angle, 150 Hour Test, Salt Fog, Wind and Rain, Thermal Shock, Solar Radiation, Vibration, Ice Accumulation, Photometric, Chromaticity, Pulse Repetition Rate, 2-hour test, Infrared Radiation Test, Power Interruption, Voltage Variation, Voltage Harmonic, Current Harmonic, Power Factor, Power Line Surge Power Consumption, PAR-38 Interoperability, LED Circuitry Temperature, Conducted Emissions, Conducted Susceptibility, Radiated Emissions, Radiated Susceptibility, Electrostatic Discharge, Grounding and Bonding, LED light Source Weight, MALSR System Interoperability. The purpose of these tests is for the FAA to validate preliminary requirements. The sequence of testing requires that all testing be conducted at one location. The Offeror needs to have the capability of performing the temperature and photometric tests in one facility. This will require the lamps be tested in either a hot or cold environment for a certain period of time, immediately after being extricated out of that environment. The lamps need to have photometric measurements taken in order to validate any changes in the optics. There is an additional requirement to provide documentation of the results and analysis of the various tests being conducted. The NAICS code is 541380 Testing Laboratories. All interested parties responding to this market survey must comply with the FAA Acquisition Management System (AMS) clause 3.6.4-2, Buy American Act -Supplies and 3.6.4-15 Buy American Act Certificate (July 1996). All interested parties are advised that the FAA will NOT pay for any information or any administrative costs incurred that are associated with any response received from industry in response to the request for comments. Therefore, any costs associated with and submissions from an interested party will be solely at the interested party's expense. Failure to respond to this request will not result in exclusion from any future competition. This announcement is for informational purposes only, not a Solicitation/Request for Proposal. If your firm believes that it can provide all the testing services outlined above, at one time and location, please provide evidence of your firm's capabilities and experience in providing similar services and the FAA will evaluate this accordingly.
