Description
The National Institute of Standards and Technology (NIST), Sensor Science Division (SSD) has a requirement for custom fabricated, NIST designed, Ultra Low Expansion (ULE) Optical Cavities. The mission of the Sensor Science Division is to develop and provide national measurement standards and services to advance physical science and technology in optical radiation, temperature, pressure, vacuum, flow, and related physical phenomena. SSD has recently been assigned a project, Innovations in Measurement Science or (IMS). The aim of the project is to develop novel and new techniques for making measurements at NIST that are considered to be both high risk and high pay off. The IMS project is titled "Re-Inventing the measurement and dissemination of Pressure, Temperature, and Length". Success in the project will have large and important impacts to both US industry and world metrology. This high profile project requires developing an entirely new approach for making pressure measurements, temperature measurements, and length measurements using the novel approach of ULE optical cavities. The SSD requires ULE Optical Cavities which will be utilized in the project. NIST requires two custom built, to NIST owned designs and specifications, Ultra Low Expansion (ULE) Optical Cavities and ULE Mirrors. The ULE Optical Cavities must be assembled and delivered to NIST, Gaithersburg, MD. The NAICS code for this requirement is 333314 with a small business size standard of 500 employees. The required end product is non-commercial in nature and will be procured using Simplified Acquisition Procedures under the authority of FAR Part 13. This requirement is 100% set-aside for small business. A firm fixed price purchase order is anticipated. The competitive Request for Quotation (RFQ), amendments, and all questions and answers related to this procurement shall be made available via the Internet at HTTP://WWW.FEDBIZOPPS.GOV under RFQ number SB1341-13-RQ-0089. Potential offerors shall be responsible for obtaining this solicitation and related Amendments, if any, from www.fbo.gov after the solicitation has been posted. It is, and will continue to be, the responsibility of each potential Offeror to monitor www.fbo.gov for any amendments or other information related to the solicitation. The Government will not maintain a mailing list. Any communications regarding this acquisition must be made in writing and forwarded via email to Lynda.Roark@nist.gov, and shall identify the solicitation number, company name, company address, as well as point of contact email address and phone number. Offerors shall be actively registered in the System for Award Management (SAM) website at www.sam.gov, in order to be eligible to receive a contract under this acquisition. NIST anticipates posting the solicitation approximately fifteen (15) days after the date of publication of this notice.
