Description
This is a sources sought which seeks qualified businesses capable of meeting the Navy's requirement for removal of existing sealant and replacement of EF-5992 coating on the E-6B aircraft. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than determining whether or not there are enough businesses capable of meeting our requirements. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. The Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. No contract shall be awarded from this market research. The proposed project will be a Firm Fixed Price contract for the supplies and services necessary to remove existing sealant and replace it with EF-5992 coating on the E-6B aircraft located at Tinker AFB. This requires a Federal Aviation Administration certified contractor to use a high pressure process to completely remove existing sealant from the external surface of the front and rear wing spars from the wing-to body joint,, WBL -6/BBL 70.5 which is WS 0.00 (LE) and WS 109.45 (TE) extending out to the wing tip, WS 960.112 (LE and TE) as well as the internal surfaces of the front spar in the wing dry bays. To minimize depot flow time, work must be performed simultaneously on both wings within a twenty day time frame (10 days for stripping and 10 days for sealing). The twenty day requirement is based off of the Heavy Enhanced Phase Maintenance (EPM) flow-time of 180 days. This requirement necessitates the use of two teams with immediate access to specialized equipment to work simultaneously on both wings. Interested businesses should submit a brief capabilities statement package (no more than three pages) demonstrating their ability to meet the Navy's requirements herein. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract. If a draft solicitation is released, it will be synopsized on the Federal Business Opportunities website located at http://www.fbo.gov and on NAVAIR'S open solicitation page http://www.navair.navy.mil/index.cfm?fuseaction=home.display&key=OpenSolicitations. It is the potential offerors responsibility to monitor these sites for the release of any follow-on information. No phone or e-mail solicitations with regard to the status of the RFP will be accepted prior to formal release. This synopsis is for market research only. The applicable NAICS code for this requirement is 488190. The applicable PSC is 1560. Companies shall submit responses to this synopsis by email tyesha.parker@navy.mil or mail to DEPARTMENT OF THE NAVY, NAVAL AIR SYSTEMS COMMAND, ATTN: Tyesha Parker, Contract Specialist, 47123 Buse Road, Building 2272, Rm 353, Patuxent River, MD 20670-1547. Responses shall be received at this office no later than 2:00 p.m. Eastern Time on 07 January 2013 and reference this synopsis. Due to the heightened security requirements, ADDITIONAL MAILING TIME may be required for receipt of responses. Information and materials submitted in response to this request WILL NOT be returned. Proprietary information MUST be marked as such, on a page-by-page basis. Classified material SHALL NOT be submitted. All responses shall include Company Name, Company Address, Company Business Size, and Points-of-Contact (POC) including name, phone number, fax number, and e-mail address.
