- NOTICE OF PROPOSED CONTRACT ACTION (NOPCA). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Air Force Life Cycle Management Center, Cryptologic Systems Contracting Division (AFLCMC/HNCK) hereby gives notice of intent to award a sole source Firm Fixed Price contract as implemented by the Federal Acquisition Regulation (FAR) 13.106-1(b), soliciting from a single source to satisfy agency requirements. AFLCMC/HNCK intends to award a sole source contract for 310B Bi-Static Microwave Transmitters and Receivers to the Original Equipment Manufacturer (OEM), Southwest Microwave Inc., 9055 South McKemy Street, Tempe, AZ 85284-2946. This proposed acquisition will include the following: four (4) each, 310B-33341T and 310B-33341R, NSN: 6350ND024734J, Frequency A; four (4) each, 310B-33341T and 310B-33341R, NSN: 6350ND024735J, Frequency B; three (3) each, 310B-33341T and 310B-33341R, NSN: 6350ND024736J, Frequency C; and three (3) each, 310B-33341T and 310B-33341R, NSN: 6350ND024737J, Frequency D. Required Delivery is 30 days after receipt of order. The Government intends to make an award by January 2013. Southwest Microwave Inc., (OEM) is the only known source that meets the Government's requirement as it has proprietary rights for the Manufacture of the required items. If a firm believes it is capable of meeting the Government's requirement, it may identify its interest and capability to the Contract Specialist within ten (10) days of this publication. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or women owned business and whether they are U.S. or foreign owned. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
